yes i'd like to say a couple of things uh that [573.79s → 580.75s] was a a gentleman that you just don't see no more uh that was a man's man right there i'll tell you [580.75s → 583.55s] he was uh one probably one of the most honorable men [584.03s → 593.31s] i ever known and met uh he was extremely powerful attorney i mean ain't too many people uh he he took [593.31s → 598.19s] the crap from him i'm gonna tell you that dude called it like it was and he was a tough tough [598.19s → 604.91s] fella uh i know his children and i'm gonna tell you what he uh he done a remarkable job he's got [604.91s → 610.83s] some tremendously uh good children uh that's all grown up now and have their own children of their [610.83s → 613.71s] own but uh he was just an outsider [613.79s → 618.99s] and i'll tell you he was a great man he was a great man he was an outstanding outstanding man he [618.99s → 624.11s] was well loved in morgan city i think everybody morgan city knew him uh some people may not liked [624.11s → 629.50s] him because he was a tough attorney uh but for the most part i'm gonna tell you he uh he was [630.06s → 635.18s] again one of the most honorable men you could have ever met and i'm privileged to know his his uh [635.90s → 643.28s] his son i was privileged to know his daughter who passed away but uh but i i want to thank y'all for [643.28s → 643.92s] coming here tonight [643.92s → 644.40s] miss adalba [644.40s → 648.82s] privilege of working for the city for 25 years, and I think probably 18 years. [648.82s → 653.20s] Mr Hayes was the city attorney, and he was a tough cookie. He looked out for [653.20s → 656.88s] the city. He always had the mass back. So if you went after the mayor, you [656.88s → 660.41s] went after him and he would let you have it. But he's really all I was a [660.41s → 664.67s] great guy. You see him run all the town all the time, but I really enjoy [664.67s → 672.12s] talking to him. And I just want to send my condolences to the family. Um, I [672.12s → 676.90s] knew Mr Dale as he used to be the attorney for the Morgan City of the [676.90s → 681.88s] Daily Review. And as a young girl starting working there at 17, I'm in [681.88s → 685.92s] there on a daily basis, right? Either before lunch or right around lunch. And [685.92s → 689.38s] you could kind of watch your clock and he's gonna make his daily run at the [689.38s → 693.88s] paper and sign whatever we needed. And, um, you know, had great conversation [693.88s → 697.96s] with him. He was a pillar of the community and loved his family and his [697.96s → 704.79s] wife. And, um, you know, it's a sorrow to admit someone to leave. I miss like [704.79s → 705.47s] that, you know. [706.27s → 706.79s] Thank you all. [707.03s → 716.76s] Um, oh, call Miss Morgan. Thank you, ma'am. This is on item 15 B. Reverend [716.76s → 722.06s] Matthews. Yes, ma'am. Mr I know, ma'am. Mr Lander. Yes, ma'am. Mr Hill. Yes, [722.06s → 727.90s] ma'am. Mr Rolf. Mr a bear. Yes, ma'am. Mr Davis. Yes, ma'am. Mr Doohan. Yes, [727.90s → 733.42s] ma'am. Mr Adams. Yes, ma'am. Dr Rink. Yes, ma'am. And Mrs Hidalgo. Yes, ma'am. [733.44s → 736.22s] We have 11 days and the resolution carries. Thank you. [739.92s → 741.98s] Would you like to come up and we'll take a picture? [790.15s → 827.30s] Mr Paul Rattman to appear before the council to update us on the [827.30s → 832.70s] consolidated drainage gravity drainage district number two. A Mr Paul, you want [832.70s → 841.66s] to come forward, please? Five minutes. I got five minutes. Yeah. Miss Lisa [841.66s → 845.84s] Sackett sent me two emails to make sure that will violate five minutes. Okay, [845.84s → 850.72s] I'll do the best I can. Okay. Y'all know my name is Paul Rattman. I'm the [850.74s → 854.84s] chairman and president of the Consolidated Drainage District to a which [854.84s → 857.30s] is mortgage city to a million and purpose for me coming. [857.34s → 860.06s] I just kind of give you a little bit of an update about what's going on. [860.74s → 866.64s] Uh, overall, the boys coming together, uh, we're finding information, uh, is [866.64s → 872.92s] our biggest issue. Old information. Uh, uh, Mr Doohan has asked, you know, for [872.92s → 876.16s] some information and we try and find some of the stuff and it's it's it's [876.16s → 879.04s] it's a mess. It's gonna take us a while to get it cleaned up, but we're [879.04s → 884.04s] getting there. Uh, actually, Don Hicks and his wife got in and cleaned up a [884.04s → 886.94s] bunch of the stuff that was in there. Just it was there was a lot of trash [886.94s → 887.16s] and [887.34s → 891.24s] kind of got everything pretty well organized. So that's where we are. Uh, [891.54s → 899.04s] we've ended the year with roughly a $59,000, uh, $59,540 excess. That's [899.04s → 905.30s] between to both districts. Uh, two and a million, uh, $35,000, uh, excess [905.30s → 910.06s] mortgage city, the $23,000 excess. So that's the access. That's what we had [910.06s → 914.26s] left over from the funding that we had. Okay. As of the end of the year, [914.74s → 917.32s] um, we're currently trying to develop [917.34s → 921.62s] an operating budget. We have a budget that we voted on and we said, Yeah, [921.62s → 923.96s] that's how we're gonna operate. We're trying to develop an operating budget [923.96s → 927.64s] based on stations for repairs and maintenance, fuel and electricity. Kind [927.64s → 930.94s] of give us an idea how much each station is going to operate and whether [930.94s → 935.00s] or not we need to get what we need to get. We have that. We have enough money [935.00s → 940.92s] to operate for. We have, uh, I've kind of stopped buying incidental type stuff [940.92s → 945.52s] for what happened for the time being simply because I want to say I want to [945.52s → 946.42s] know how much money we've got. [946.42s → 951.38s] I wonder how much we've got, how much we have to play with, you know, right [951.38s → 955.58s] now, estimates for labor for pumpers and stuff like that, along with the lead [955.58s → 959.74s] pump supervisor and also doing some maintenance along the same lines, [959.74s → 964.06s] paying the same people rather than hiring somebody to do maintenance as a [964.08s → 968.06s] like a maintenance superintendent or something like that or a manager. Uh, [968.06s → 971.22s] at least trying that we have two stations with pumpers who have mechanical [971.22s → 974.98s] expertise and they've agreed to do some of the work at the stations and we're [974.98s → 976.40s] gonna see how that stuff works out. [976.94s → 980.48s] And if it's not too cumbersome for him, these guys are all retired. If it's not [980.48s → 983.68s] too cumbersome for him, they might be willing to do some of the maintenance on [983.68s → 986.60s] some of the other stations where we don't have to hire outside mechanics [986.60s → 990.30s] contractors, that type of thing, which will be a significant savings for us. [991.02s → 996.21s] Uh, big item right now, station four, and I'm sure some of y'all have heard [996.21s → 1000.15s] some of the stuff that's going on, but basically pumps four and five, which is [1000.15s → 1005.35s] two bigger pumps that they installed. Uh, they function and produce expected [1005.35s → 1006.51s] volumes as [1006.67s → 1014.65s] expected as as advertised. We had a test run two weeks ago and the possible [1014.65s → 1018.37s] performance as putting out the volume that they were supposed to. However, [1018.37s → 1022.55s] they were vibrating and some serious vibration issues with the powerheads and [1022.55s → 1027.33s] stuff like that. And I questioned it. I question alignment, which some of y'all [1027.33s → 1031.23s] know, I'm a machinist and I've done millwright work and a lot of work for [1031.23s → 1036.43s] the last 30 some odd years. And so I do know a little bit about it. And, uh, the [1036.43s → 1040.61s] alignment seems to be the issue on the pumps that is being corrected. Actually, [1040.61s → 1043.43s] they called me this afternoon right before I left the office to come here. [1043.83s → 1046.95s] Want me to be out there tomorrow to kind of witness some of the alignment [1046.95s → 1052.43s] information and what they're talking about. I haven't probably do. Uh, I [1052.43s → 1056.63s] spoke with the pump manufacturer, the supplier and gave him my opinion on the [1056.63s → 1060.61s] thing. And we all agree that it looks like we have an alignment issue. So [1060.61s → 1065.41s] that's the direction we're heading in right now. Uh, the other pumps in that [1065.41s → 1066.33s] station, one, two, [1066.43s → 1070.13s] and three are actually being installed right now. We've been assured and given [1070.13s → 1076.81s] a written, uh, guarantee that it's okay to run pumps for one five even though [1076.81s → 1081.25s] they vibrate. So if we would have a event where we need to pump water with [1081.25s → 1086.65s] those pumps, we would be able to do that. And we would not be have to be [1086.65s → 1090.49s] concerned with any kind of liability for operator pumps when they were really [1090.49s → 1096.37s] not, you know, in the best serviceable condition at this point. So, uh, all [1096.37s → 1099.69s] one, two and three being installed now and in issues that are happening with [1099.69s → 1104.13s] that kind of stuff is being addressed as we go. We found a few things that are [1104.13s → 1109.13s] being taken care of. Bottom line with the thing is when we started with the [1109.13s → 1114.77s] alignment of vibration on the pumps, I just tell told Mike Mercado that, you [1114.77s → 1121.07s] know, we're not the greatest district is not, uh, the, uh, one is just doing [1121.07s → 1125.36s] the kind of tracking and we're not, we're not, we're not the last say with [1125.36s → 1125.82s] the thing. [1126.66s → 1129.64s] All the ones that have to sit down and accept this from the drain on every [1129.64s → 1133.62s] board after it's done. That's it. If this stuff is not in alignment with his [1133.62s → 1137.02s] engines of vibrating and not putting out what they're supposed to, we're not [1137.02s → 1140.42s] going to accept it. We have to go back to the drawing board, go back to some [1140.42s → 1145.06s] engineers and figure out what's going on. And Mike agrees with me. You know, [1145.06s → 1148.76s] he's basically told him that, you know, the vibrations and then the problems [1148.76s → 1152.60s] they're having with it is not going to be acceptable and we're not accepting [1152.60s → 1153.88s] until it's fixed. [1154.72s → 1156.56s] Uh, stations eight and six are being [1156.72s → 1161.32s] evaluated at this point in time, but I'm asking to be involved in that. I [1161.32s → 1166.04s] talked to Mike briefly about that and we're going to talk about it mainly [1166.04s → 1171.68s] because when we pull the pumps out of station four and we got him out in a [1171.68s → 1174.92s] yard where we could look at him, pumps are really not in that bad of shape. [1176.05s → 1183.14s] These pumps were repairable and they basically the entire column is in good [1183.14s → 1187.68s] shape. The very foot valve and the, uh, I guess you call it a [1187.68s → 1193.12s] vortex or a, uh, uh, reducing areas. It's a cone shape at the very bottom that [1193.12s → 1197.36s] accelerates the speed of the water as it comes up and pump is rusted out and [1197.36s → 1201.62s] that's all stuff that's a bolt on and can be replaced and repaired rather than [1201.62s → 1206.22s] buying a new pump. So we're kind of looking at all that kind of stuff and [1206.22s → 1210.92s] seeing what we can do with the thing. So I'm asking that, you know, I'll be [1210.92s → 1213.98s] involved in the thing a little bit. Get in there with the engineers because [1213.98s → 1216.68s] right now, that's what we're doing. Engineers going in there and evaluating [1216.68s → 1217.24s] everything. [1217.68s → 1223.40s] And saying, okay, that's what you need to do. And come find out. It may or [1223.40s → 1229.49s] may not be exactly what we need to do. Okay, I got any questions, questions. [1229.79s → 1233.37s] I don't have. Of course, I've got a comment. Uh, first, I want to thank you [1233.37s → 1238.17s] for giving us these updates like you do. And I think you're doing an awesome job. [1238.17s → 1242.13s] You know, several months back when we replaced the previous board, we took a [1242.13s → 1246.73s] lot of flack up here for doing that. But I think us as a council, I think we got [1246.73s → 1247.85s] it right. I think we have a [1247.97s → 1251.53s] real good board. Y'all doing an awesome job. And I just want to thank you for [1251.53s → 1254.69s] the job you're doing and keep up the good work. Okay, well, I appreciate you [1254.69s → 1257.79s] saying that. Now I'll pass it on all the board. We're a team. Yeah, that's [1257.79s → 1261.25s] how I look at it. We told me this. That's what I'm saying. We got a good [1261.25s → 1265.09s] board. There's no eyes and team. Yeah, you know, we do the best we possibly [1265.09s → 1269.89s] can. Thank you. Okay. I want to thank y'all so far. Appreciate your help. [1270.07s → 1273.89s] Okay. Okay. On the generators in the media, what we got on. They had a [1273.89s → 1276.39s] meeting Monday or something. Well, Don is kind of handling that. Uh, he was in a [1276.39s → 1276.43s] meeting Monday or something. Uh, Don is kind of handling that. Uh, he was in a [1276.43s → 1278.27s] meeting Monday or something. Well, Don is kind of handling that. Uh, he was [1278.27s → 1284.15s] involved in it before Don Hicks, and he's done several conference calls with [1284.17s → 1290.10s] the state trying to understand exactly, uh, the grant that you got for all this [1290.10s → 1293.90s] kind of stuff and what is entailed because we came up with the idea. We're [1293.90s → 1299.16s] having trouble getting permission for access and people sat there and say, Oh, [1299.16s → 1302.80s] yeah, we want to generate in a yard. But, you know, we're not gonna give you [1302.80s → 1306.60s] access to it. It's not gonna do us a whole lot of good. [1306.62s → 1310.12s] We can't go into maintenance on that kind of stuff. You know, we're not gonna [1310.12s → 1313.66s] give you access at all. We're not gonna give you a right away. And they just [1313.66s → 1317.46s] didn't understand or don't understand exactly what this entails. And the [1317.46s → 1321.54s] generators will support these electric pumps in the media when the electricity [1321.54s → 1326.51s] fails. And we went back and said, Well, okay, how about if we put the generators [1326.51s → 1331.51s] on the trailer and we're just store the generators in a safe location. And when [1331.51s → 1335.07s] a small film, something like that, we're gonna use like lose electricity. We [1335.07s → 1336.95s] go on. We can hook them up and they're ready to go. [1337.13s → 1341.23s] Or, you know, if we have an event where, you know, it's in a catastrophic [1341.23s → 1345.15s] electrical failure someplace else and the transmission lines go down the [1345.15s → 1349.45s] supply area, we can pull the generators out and we can still operate. But [1349.95s → 1356.82s] according to the lady that, uh, Darren was talking to with the grant, the [1356.82s → 1361.00s] stuff has to be installed permanently. We can't have it on a movable trailer [1361.00s → 1364.98s] or any kind of crane mechanism where we can take it out and store some [1364.98s → 1366.96s] resident heavy. It has to be a permanent location. [1367.20s → 1375.06s] Any kind of way. I'll call Robert tomorrow. Do what now? I'll call [1375.06s → 1380.58s] Alan tomorrow. Yeah, his father is the one who got the grants and see if we [1380.58s → 1384.50s] can give the state's Louisiana State Department of Transportation. Yeah, [1384.50s → 1388.18s] well, I think a lot of it was a lot of misunderstanding because I was talking [1388.18s → 1391.94s] to the girl that handled it for the past, the grants for the past and also [1391.94s → 1395.96s] talking to someone with the state. I wasn't in on all the meetings. Donna [1395.96s → 1400.76s] just kind of filled me in on the size of it. I kind of told him, I said, You handle it. It needs some help. [1400.78s → 1404.40s] Give me a call. You know, what about the engineer? Y'all wouldn't seen it. Didn't [1404.40s → 1405.64s] they go see the engineer money? [1406.57s → 1412.85s] Daniel Miller, Miller engineers. Yeah, he Miller is supposed to go out and [1412.85s → 1416.19s] talk to the people. That was part of the deal when they went out there and [1416.19s → 1420.37s] then they did the study and they've agreed to go with one of the council [1420.37s → 1424.21s] members, not council, but one of the board members and explain to him what [1424.21s → 1427.07s] we're trying to do. That's that's been the biggest issue with a lot of [1427.07s → 1430.87s] students. People don't know what they're trying to do. You know, nobody's been [1430.87s → 1436.24s] real clear with all that. Okay. Another thing on that state of system that they [1436.24s → 1440.30s] canceled. You discussed that you're meeting last night. I just want you to [1440.30s → 1444.80s] tell the people what happened. Yeah, well, the system, the previous board [1445.20s → 1450.66s] had what's called a skater system. Skate is manufactured by Emerson [1450.66s → 1459.47s] Technologies. And, uh, skater is a monitoring system. They have a computer [1459.47s → 1461.77s] website. You get access to it. [1462.05s → 1468.27s] You're monitoring equipment. It could tell you levels and tanks in water [1468.27s → 1474.23s] towers, uh, in sewer systems, drainage systems where there's all sorts of [1474.23s → 1480.95s] applications for the thing. And the cost of that system is about $400 a year per [1480.95s → 1486.41s] location. Uh, with entire locations, this pump station, which is really, in [1486.41s → 1490.61s] my mind, it's kind of cheap, you know, for the technology you got because all [1490.61s → 1491.99s] we were really asking for. [1492.05s → 1498.57s] It was level of the pumps and whether or not the pulse will operate. And that [1498.57s → 1505.35s] particular system was probably, uh, they quoted me a price of $420 a year per [1505.35s → 1511.31s] station by 28, $28, $29 a month, which is pretty cheap, you know, and it's a [1511.31s → 1515.51s] great system. And we can install that in a million to be able to monitor. And [1515.51s → 1520.63s] what it does, it cuts down on your labor costs. We're calling out pumpers. You [1520.63s → 1522.13s] know, they have a problem. [1522.53s → 1525.75s] Sometimes the student starts a little bit of a drizzle. Oh, I gotta go to [1525.75s → 1528.53s] station. You know, they go to the station. We stand up there and it's, you [1528.53s → 1531.83s] know, when you want to start pumping, we're going to start pumping it at [1531.83s → 1534.99s] minus six or minus six and a half or minus five or whatever, whatever the [1534.99s → 1538.13s] level is for that station. What's the afternoon? You watch the gauge for [1538.13s → 1541.63s] triple hours and it will comes up and they get paid for triple hours of [1541.63s → 1547.01s] basically standby time. And you really don't need it. We can sit down and we [1547.01s → 1551.89s] can, you know, monitor this stuff ourselves and control that also with [1551.89s → 1552.17s] them. [1552.53s → 1556.59s] What happened to the status? We still got it on this day. But we're still [1556.59s → 1560.37s] there. And the previous board for paying the bills that they basically turned it [1560.37s → 1560.57s] off. [1561.87s → 1566.77s] They just, uh, shut everything down. So we're just not paying bill. My thing [1566.77s → 1570.29s] right now is we talked with my last night and I've been assured that the [1570.29s → 1574.67s] system they've got going in the station nine is compatible with the state [1574.67s → 1578.31s] assistance. So we're probably gonna push forward with that next month. But I'm [1578.31s → 1581.19s] gonna call the guys in Emerson and I'm gonna see if I get into these turn the [1581.19s → 1582.11s] system on [1583.14s → 1587.84s] and we can take a look at it and see what equipment may need to be replaced [1587.86s → 1593.38s] just due to lack of use that type of thing. So that's where we stand on that. [1593.52s → 1597.56s] And this in this data system that, you know, all the pumps money, you got [1597.56s → 1601.48s] documentation, right? What the tip cheers on all the pumps. Yeah, you can [1601.48s → 1606.20s] actually, you can give people access. You can post that information on a on [1606.20s → 1609.68s] the website. If you if anybody want to come look at see what's going on, you [1609.68s → 1613.46s] can go to the website and see what's going on. So there's documentation of [1613.46s → 1614.66s] everything that's going on. Yeah, [1615.96s → 1619.02s] you see everything there. The city actually use that. They use that for the [1619.02s → 1623.38s] water plant. We also use the sewer system, you know, and they've got those [1624.36s → 1628.92s] state assistance. It's called the rules. Mount control box, you know, with [1628.92s → 1634.94s] the laser system that tells a little of the war, you know, and they use that [1634.94s → 1638.88s] for all of the sewer lift stations and all the water towers and my country. [1641.10s → 1643.20s] Thank you. Okay. All right. [1643.80s → 1644.22s] Thank you. [1646.37s → 1651.13s] Item seven reading of the minutes of the previous meeting. Seven a second [1651.13s → 1655.79s] regular meeting, December 17 2025. I'm sure I'm older. We dispensed with [1655.79s → 1660.57s] your reading and accepted written have a motion by Mr. Orlando, second by [1660.57s → 1667.55s] Mr. A bear. Any discussion? All in favor? Any opposed? Motion carries. [1667.97s → 1683.42s] Item eight public comment. I have a few on the list. Mr. Chad Ross. Chad [1683.42s → 1684.08s] Ross. [1684.50s → 1689.36s] For Renwick Boulevard, Berk, Louisiana. I am the chairman for the [1689.36s → 1697.34s] by this to January's district. Um, I'm here tonight in, uh, regards to [1698.97s → 1708.45s] the 17 G, the allocation of $500,000 for five, eight sales like fun for [1708.45s → 1714.40s] drainage or sewage improvement in the by this area. Um, we had a [1715.68s → 1725.34s] town hall style meeting, uh, two weeks ago, a week ago, um, where, um, uh, [1725.34s → 1731.40s] citizen had brought to light this $500,000 and what it can be used for. [1731.40s → 1736.44s] And, um, all the things that were going on at the last, uh, council meeting. [1737.10s → 1742.08s] Uh, I was present at that meeting and I, uh, spoke about some of the drainage [1742.08s → 1745.56s] issues we have in my district, as well as some of the projects. [1745.68s → 1753.12s] We have that are ready to go. Uh, should we be able to receive the money, uh, this evening? [1753.12s → 1759.36s] I gave you guys a packet. I believe everybody got that. That is the capital outlay money [1759.36s → 1765.84s] that we had requested back in 2022, 2023. That was granted to the district that is waiting [1765.84s → 1774.65s] for, um, us to use, um, the projects or, uh, I believe this, uh, recent meeting and asked [1774.65s → 1775.85s] for the name of the project. [1775.97s → 1777.89s] A list of the projects. [1777.89s → 1781.79s] Yeah, a list of projects. So these are the two that we have capital outlay, uh, [1781.79s → 1791.35s] for that are ready to go. Um, uh, request this evening that we, uh, that we table the, [1791.35s → 1799.60s] um, the, uh, 17 G I request that we table it for two weeks in order to give me the ability [1799.60s → 1806.32s] to get with my engineer and update the cost of these, uh, capital outlay, uh, request. [1806.74s → 1811.46s] Only because I was back in 2022 and as you all know, everything has gone up in price [1811.46s → 1816.34s] since then. And so I hate to sit there and say, okay, you know, we're going to allocate [1816.34s → 1821.32s] this money for this. And, you know, we don't have the real numbers. These are the numbers [1821.32s → 1824.98s] that we've, we've kind of been sitting on since we were right at the top of the outlay. [1824.98s → 1831.06s] Uh, and then I also spoke with Dr. Rake about, um, some of the issues we've had getting that [1831.06s → 1833.66s] capital outlay money. Uh, one of them being is, is the way that it was, uh, applied for, [1833.66s → 1834.66s] uh, the project. [1834.66s → 1835.66s] Uh, and then I also spoke with Dr. Rake about, um, some of the issues we've had getting that [1835.66s → 1836.66s] capital outlay money. Uh, one of them being is, is the way that it was, uh, applied for, [1836.74s → 1837.74s] and the changes in the state law that, um, require that the entity itself apply for their [1837.74s → 1838.74s] capital outlay. Uh, this is capital, uh, applied for by a former, uh, CAO and granted. But [1838.74s → 1839.74s] because of the law change, we're having trouble getting that money in hand. And so, uh, we [1839.74s → 1840.74s] request some help with that to, to work through the administrative, since she's dealt with [1840.74s → 1841.74s] that before. And, um, with, with her assistance, we'd like to, uh, help her out. [1841.74s → 1842.74s] Dr. Rake, thank you so much. [1842.74s → 1843.74s] Thank you for having me. [1843.74s → 1844.74s] Thank you. [1844.74s → 1845.74s] Thank you. [1845.74s → 1846.74s] Thank you. [1846.74s → 1847.74s] Thank you. [1847.74s → 1848.74s] Thank you. [1848.74s → 1849.74s] Thank you. [1849.74s → 1850.74s] Thank you. [1850.74s → 1851.74s] Thank you. [1851.74s → 1852.74s] Thank you. [1852.74s → 1853.74s] Thank you. [1853.74s → 1854.74s] Thank you. [1854.74s → 1855.74s] Thank you. [1855.74s → 1856.74s] Thank you. [1856.74s → 1857.74s] Thank you. [1857.74s → 1858.74s] Thank you. [1858.74s → 1859.74s] Thank you. [1859.74s → 1860.74s] Thank you. [1860.74s → 1861.74s] And so, uh, I would request all other parties to work through the administration since she's [1861.74s → 1862.74s] dealt with that before. And, um, with, with her assistance, we'd like to try to, uh, move [1862.74s → 1863.74s] forward with that. Any questions? [1863.74s → 1880.46s] I just have a, a question of, I mean, why table it? You know, my purpose is not to [1880.46s → 1888.04s] actually have this specifically for one particular project. It's to basically make sure that [1888.04s → 1891.70s] the funds are earmarked into that category of projects. You know? [1891.70s → 1898.36s] if at any point during the year this is the budget for 2026 we're talking about you know at any point [1898.36s → 1905.66s] in these next you know 11 and a half months that money without having to go through us again can [1905.66s → 1911.78s] be allocated and used for those projects so even after you get this pricing and this pricing gets [1911.78s → 1917.96s] updated if we make this allocation tonight then at least at that point it's already allocated [1917.96s → 1923.84s] into the budget and our administration can act on that and they can utilize that money if it's [1923.84s → 1929.04s] match money you need for a project you know if you don't quite have enough for the project and [1929.04s → 1936.60s] you need additional funding you know by allocating it into that specific budgetary item it earmarks [1936.60s → 1943.77s] it for that instead of leaving it you know not earmarked in the budget is my only my only comment [1943.77s → 1946.95s] to that yeah and i have to say the only reason i was [1946.95s → 1948.01s] you [1948.03s → 1953.23s] asking for it to be tabled was to give you guys a more updated uh version of what the money would [1953.23s → 1958.35s] be spent on um i don't know if that would help the vote or not but i wanted you guys to get as [1958.35s → 1964.27s] much information as possible uh we're making the decision so that's why i asked for it to be uh [1964.27s → 1972.36s] tabled for two weeks to get um my ducks in the row if you would questions for mr paul um for these [1972.36s → 1978.12s] two funds that the two pro um things we're going to work on what is the match money for those two [1978.76s → 1979.00s] one [1979.08s → 1983.40s] based on the old numbers well the actual there there were two allocations one for bertrand [1983.40s → 1990.20s] binding and one for the culvert project under the highway and one was five hundred thousand one was [1990.20s → 1995.72s] three hundred thousand uh yes and the match between the two of them is about three hundred [1995.72s → 2000.60s] thousand now like you said though those were old numbers so i don't know what the cost of the new [2000.60s → 2005.40s] because just talking to jules a little bit just you know without putting him in a spot [2005.40s → 2009.00s] i think one of those projects is going to cost a lot more than that original project [2009.08s → 2015.63s] couple out right yes sir that's why um i'd like to have some more solid numbers to present to you [2015.63s → 2022.35s] guys because you know if we're saying right now it's 300 some odd thousand in matching funds that [2022.35s → 2028.19s] could change to 500 really quickly and i don't want people to feel like i've misled them in any [2028.19s → 2036.03s] way shape or form i just have the numbers from our original uh uh request and i'd like to give you [2036.03s → 2039.47s] guys a more solid uh vision of what it's going to take to get to the next level so i'd like to have [2039.47s → 2042.43s] some of that information and what it's going to take to fix those two areas does the district have [2042.43s → 2048.51s] some of that match money available i believe we'll have a small amount of it not much but a small [2048.51s → 2055.32s] amount um that we might be able to work through um and we're going to have several requests in [2055.32s → 2064.60s] through different agencies as well um the uh the dotd uh dotd program is one that we've uh [2064.60s → 2069.32s] actively seeking funding through um and we're working with miller engineering and [2069.56s → 2074.52s] we're working with a number of other agencies to to uh acquire them um this just happened upon us [2074.52s → 2080.60s] um and and i felt like it was imperative that uh you know we do have these things that are [2081.24s → 2085.40s] close to being ready and uh i would like to have some consideration for hydrangeas [2087.04s → 2090.72s] okay you think you might about the next meeting might have a little bit of [2090.72s → 2095.04s] information on how much money might be available to assist with this i spoke with mr barton this [2095.04s → 2099.52s] morning about it he sent me the information that we have in front of us today and he [2099.60s → 2105.36s] is going to be working for the next two weeks to get us solid numbers uh for these projects [2106.40s → 2112.40s] it might not be verbatim exact dollar amount but it's going to be a lot closer than what we have [2112.40s → 2118.24s] today and i think that would give us a general idea of how close we need to be in matching funds [2118.24s → 2123.52s] for these projects i think this would be an excellent use of that money to get these two [2123.52s → 2129.44s] projects even if we can't get both of your projects done you know if we can facilitate funding for one [2129.60s → 2134.56s] of those projects and then work on additional funding this year whether it be another capital [2134.56s → 2140.72s] outlay request whether or not it be our administration and the council facilitating [2140.72s → 2147.04s] trying to find additional money for you i mean we know what sam and you know the state government [2147.04s → 2152.56s] has been able to do for the drainage district in morgan city so i just think it's more of a [2153.28s → 2159.52s] you know let's make sure we have that money already set aside for that purpose you know and i'm i'm [2159.60s → 2164.80s] very well aware of the fact that we're probably going to need additional money i mean honestly [2164.80s → 2169.68s] some of the numbers thrown out there were eight ten million dollars to do a lot of these projects [2169.68s → 2175.52s] and yeah we don't have that money but i don't want to continue to kick the can down the road [2175.52s → 2180.40s] you know let's let's start moving forward on some of these projects even if we can only get a couple [2180.40s → 2185.52s] small projects done to start with yes and that's the thing i mean since i've been on this particular [2185.52s → 2189.04s] board as a commissioner and also as chair [2189.60s → 2196.24s] uh we've been sitting on some of these things for quite a while looking for funding and um you know [2196.24s → 2203.44s] every little bit is a help you know um we've got a few small projects here and we um we did sit [2203.44s → 2209.76s] there and see the uh the settlement for the lawsuit through um which is going to be a big [2209.76s → 2213.52s] help for the citizens of biobased and that's going to be tremendous when we can get those [2213.52s → 2219.20s] pumps running at the right capacity um i think that's going to be huge for uh [2219.60s → 2224.16s] us and this will be good for our pumpers as well they've been having to operate those pumps in [2224.16s → 2230.08s] less than uh premium uh capacity and working really hard not to blow them up in the process so [2230.96s → 2238.04s] uh it'll be great for everyone right chad i'm chair okay what system do you have monitoring [2238.04s → 2244.67s] your pump we use mission monitoring it's similar to what uh mr paulo talked about uh [2244.67s → 2250.35s] it gives us the levels it allows alvin who's our supervisor to watch everything [2250.43s → 2278.35s] from his phone he's able to see um what the levels are and what the engine uh [2279.79s → 2280.11s] um [2280.43s → 2288.27s] can start kind of diagnosing how water moves throughout the Knife Seek East district because [2288.27s → 2293.47s] we're trying to find the points and pitch points if you would of where water is backing up or [2293.47s → 2300.19s] stopping it's not allowing it to to flow the way it needs to to drain properly so even though [2300.19s → 2306.11s] Knife Seek is a separate drainage district we work together between the two districts [2306.11s → 2311.39s] to sit there and share information to make sure that we operate not only for the people [2311.39s → 2317.34s] by this but for all of the Knife Seek East constituents I have no plans of not being [2317.34s → 2320.54s] in the field like the other board either that's what we're going to pay all that bill my problem [2323.61s → 2329.69s] yeah the question I had was when are y'all going to receive that the settlement money and when do [2329.69s → 2336.41s] you think that money has been received okay it's in the bank I was told by our engineers [2336.41s → 2337.37s] my next meeting [2337.93s → 2344.97s] should have a package to send out for bid to we have to change the engines we have to change [2346.33s → 2350.33s] the the gear ratios because we have to change the gear ratios to match the [2350.97s → 2354.33s] lower engines that were installed we have to have a high horsepower engine [2355.45s → 2361.29s] but my next board meeting they should have a package for us to go to to put out the bid [2361.85s → 2366.57s] once we do that we want to move quickly for hurricane season if possible [2367.45s → 2367.85s] thank you [2367.93s → 2371.77s] appreciate it thank you thank you everything you do I'll just say can we move up item g [2375.74s → 2381.50s] can I say something first can I say we still have um some more public comment so we'll so [2382.22s → 2389.16s] okay Mr. Rowe so what you're saying is we'll wait two weeks one way or the other we're gonna [2389.16s → 2395.24s] vote on a five hundred thousand dollars going into this project or you better show us some [2395.24s → 2399.72s] real numbers that's gonna cost more well you know I don't know how the road's gonna go yes [2399.72s → 2401.00s] I hope so what I'm saying is I don't know how the road's gonna go yes I hope so what I'm saying is [2401.64s → 2405.48s] we know it's going to be it's going to cost more the price has changed yes I realize that [2406.49s → 2410.01s] but I want to make sure that this money is still sitting on the table [2411.85s → 2417.37s] put it forward to that project yes sir I understand where you're coming from um this is [2417.93s → 2423.05s] the beginning of the budgetary year to my knowledge whether that money is going to be [2423.05s → 2431.85s] available or not it's still up in the air based on what happens during the year um but I just before you guys do [2432.73s → 2438.81s] say no we don't want to do that I just want to make sure you had all of your um all the information [2438.81s → 2446.17s] I had available you know if everybody wants to do a yes for it that's good but the reality I [2446.17s → 2454.92s] just want you guys to be in as formed as possible when you make a decision thank you Madam chair [2455.56s → 2464.75s] um I just want to kind of dispel the myth if if I can that there's some fear of loss i that this 500 000 [2464.75s → 2469.93s] thousand dollars is going to mysteriously evaporate or be allocated to something else [2470.81s → 2479.47s] um this council determines that based upon the recommendations usually of the single member [2479.47s → 2486.35s] district uh representative for that area um and and of course we vote to support that or not [2486.35s → 2493.74s] support it based upon the information provided but there's been a lot of misinformation that [2493.74s → 2500.75s] has been disseminated around this project and that played out very clearly in the meeting that [2500.75s → 2510.19s] i attended on last tuesday um and it somehow has created the fear of loss among our constituency [2510.83s → 2514.67s] that this money is gonna it's gonna go away or it's gonna go somewhere [2515.39s → 2522.83s] um when that is simply not the case unless of course the administration opts to spend it elsewhere [2524.16s → 2532.51s] which should not be happening so i really don't see what where the issue is whether it's tonight [2532.51s → 2540.78s] two weeks from now or 10 months from now considering how things are supposed to work [2541.34s → 2560.03s] in this chamber yes thank you thank you okay we have um still we're still under um public comment [2560.03s → 2577.98s] is corey using saint mary parish 4-h shooting sports state your name for the record and pull [2577.98s → 2579.50s] the mic down please thank you [2579.66s → 2585.50s] that's okay corey thank you i am the saint mary parish 4-h shooting sports coordinator [2586.06s → 2591.64s] also the president of the 4-h foundation um we have been doing shooting sports [2591.64s → 2597.08s] in my parish for several years now and it's getting started with like maybe 20 [2597.80s → 2601.80s] 30. last year we were in the 80s this year we're going to write out a hundred [2603.08s → 2610.68s] students children for saint mary parish they come from private they come from public they're going [2610.68s → 2619.20s] to be teachers they get training and we get help from home school um charter school from all the [2619.20s → 2623.84s] schools around i think the last meeting you know requested the numbers from each school [2623.84s → 2630.48s] are provided you should have those numbers that shows where they come from now we do get some [2630.48s → 2637.52s] funding from the lsu ag center in that niche it's not enough any of you who shoot whether you shoot [2637.52s → 2640.24s] with shotgun 22 which is what um cmp is called cmp we do uh 22-weeks and 20-weeks fisheye 12-weeks [2640.72s → 2648.01s] and so let's shooting and also our tree none of these three are very cheap we do [2648.01s → 2655.63s] not turn anyone away so with that being said we have to provide Emma with 22 [2655.63s → 2661.27s] want to talk more about 22 shotgun we provide Emma we provide to our kids we [2661.27s → 2667.05s] do have one shotgun that is what we call a or owner shotgun for someone who does [2667.05s → 2673.78s] not have it with 22 it's kind of hard for these kids to buy these rifles because one [2673.78s → 2678.76s] rifle outfitted with the proper scope competition 22 is going to run between [2678.76s → 2684.44s] three and four hundred dollars okay all set up that does not include ammo that [2684.44s → 2689.72s] does not include their trips to and from competitions they're not covered for any [2689.72s → 2697.18s] of those kinds of charges we charge a fee but in that fee that's we do our first [2697.28s → 2703.53s] competition fee and um I think it helps take a part of a t-shirt or a shirt or [2703.53s → 2707.55s] competition shirt I have our competition shirts on we have to pay four to six [2707.55s → 2712.38s] dollars a shooter but these shirts that I'm wearing right here um which we do [2712.38s → 2716.52s] raise our funds tried through some sponsors and all that where we're coming [2716.52s → 2723.12s] in the problem is getting ammo targets and rifles for the shooters um archery [2723.12s → 2727.20s] they're having trouble with um spending money on targets [2727.50s → 2731.64s] shotgun it's on shotgun shells um usually the NRA will come in and give us [2731.64s → 2736.76s] a grant to skate and they do give us a grant for a few things but not a whole lot I've got [2736.76s → 2743.09s] some fantastic coaches who have provided these funds for the kids but when we're [2743.09s → 2749.28s] getting up into the hundreds of kids a hundred kids that's a lot um we have bought rifles [2749.28s → 2757.70s] ourselves that we let these kids use um we just need more so that's why we came asking for [2758.30s → 2762.32s] dollars I know that it seems like a lot it is a lot but it would go wrong [2763.02s → 2775.04s] we just like a little help somewhere to get these kids what they need you've had a few drop because [2775.04s → 2781.73s] they can't afford it um if we've got a rifle we actually provide ammo we you know we teach safety [2781.73s → 2787.85s] thank God this sheriff's office does not charge us anything to use the reins and they've actually [2787.85s → 2788.75s] outfitted the range [2788.81s → 2805.11s] um we try to be finished by one so that the public can come in and even if our [2805.11s → 2810.33s] shooters want to stay they have to exit and come back in as public so that they can't just claim [2810.33s → 2818.61s] the range um so we try to be very mindful of the public um but like I said they've been very gracious [2819.29s → 2823.59s] a lot of places they have they have to pay their range uh the sheriff's apartments to [2823.59s → 2827.83s] use their rate so we are very fortunate we do not we just don't know [2828.39s → 2835.39s] to get more distance I have um I did go to the school board I talked to the school board [2836.14s → 2842.28s] problem is is that private Charter and homeschools are not called the st mary [2842.28s → 2850.61s] parachute school systems ridiculous so there's not an option that's a student I may have some funding [2852.11s → 2858.83s] year but it won't come in until next august or september maybe even october we need just a little [2858.83s → 2869.04s] help this year to kind of pull this through if possible i do have a couple questions could the [2869.04s → 2877.69s] school board not support the kids that are in the public school system actually not it didn't go [2877.69s → 2883.28s] well with me with this thing okay so i'm probably not don't let her answer this question for you [2883.28s → 2889.44s] okay but she's gone now isn't she i'm assuming she is yeah but i came from i come from private [2889.44s → 2897.92s] school so yeah how much do the children how much are the children charged a hundred dollars hundred [2897.92s → 2905.12s] dollars one hundred dollars uh for that fee is a twenty five dollar fee that goes to we take that [2905.12s → 2910.40s] twenty five dollars and break it down into each discipline so that they can have just a little bit [2910.40s → 2916.48s] of money but it also some of it goes to the uh main forage office itself paperwork filing and [2916.48s → 2919.36s] that kind of stuff forty five dollars is your first company [2919.44s → 2924.40s] competition fee that only place pays for one discipline so if i have a child shooting cmp [2924.40s → 2933.58s] and they also silhouette they owe another 35 dollars and archery you can shoot a feta um you [2933.58s → 2940.62s] can shoot the uh animals i wish this last thing was here she had it with um shotgun you can also [2940.62s → 2947.90s] shoot three different things too i think that they have they have they only pay one in advance okay [2949.82s → 2956.06s] so that's forty five and then beauty so about twenty dollars goes towards the shirts so we are [2956.06s → 2961.26s] looking at another twenty six dollars that like i'm short on competition but that doesn't include [2961.26s → 2969.05s] things like our targets which have gone up tremendously ammo y'all should y'all know [2970.73s → 2977.90s] um you know they need um a sling there's just certain things you know they ear protection eye [2977.90s → 2980.30s] protection they all have to [2980.46s → 2985.50s] buy that until the nra gives us our grant and once we get the grant they'll send me a certain [2985.50s → 2990.70s] amount once it's going it's going and that's where my coaches are but our biggest thing is [2992.73s → 3000.73s] ammo and rifles enough rifles for kids that do not have rifles can you madam chair okay [3003.13s → 3009.29s] almost oh good i thought you were done you know patrick i just had one other comment maybe you [3009.29s → 3012.09s] know because i homeschooled my children right uh [3012.73s → 3015.13s] i was never exempt from paying the school tax [3017.42s → 3024.22s] i did have to pay the tax and they had no benefit and no cost for my children but i i get their [3024.22s → 3029.26s] program but i mean at least for the children who's in the school system it seemed like you [3029.26s → 3035.90s] should get some kind of subsidy at least for those kids uh we do have a school board member here so [3035.90s → 3041.10s] maybe she can uh give us some information school buses to they provide transportation to the [3041.10s → 3041.74s] parochial schools [3043.92s → 3048.80s] they do get transportation no i'm just saying the school district does provide transportation to [3050.59s → 3054.35s] bus transportation so i think that's you know it's not maybe in charter school [3056.03s → 3063.71s] well my question was for the school board member that's in the audience that maybe you can take it [3063.71s → 3070.59s] back to your board and i understand what patrick is saying short not all students that's enrolled [3071.64s → 3077.32s] attend the public schools but if you can work out the percentage and just pay that percentage [3077.32s → 3081.29s] and leave out the others that's something you can take back to your board i mean [3091.21s → 3098.73s] my other comment is is paul last year did we fund this no we didn't fund it at all last year [3098.73s → 3104.70s] did y'all make a request yes yeah yeah that's when we told the school board see what they're [3104.70s → 3109.58s] going to kick in that's right yeah we had to accept the school board i mean we would all love [3109.58s → 3115.47s] to to to help i don't know paul what's your thoughts on what you think we could afford i [3115.47s → 3120.67s] know we can't afford the six thousand that's out but what could we afford from an administrative [3120.67s → 3125.31s] standpoint i'm not looking to increase any expenses at this point we are not better off [3125.31s → 3129.39s] this year than we were last year so you know we're watching every [3130.27s → 3135.31s] dollar that comes in the door so you know it's hard for me to say yeah let's support this when [3135.31s → 3144.24s] we've cut so many other things yeah another comment is we've got a gun store owner right here [3144.80s → 3153.36s] he has ammunition and yeah he can help now if we can get the school board to do their part i think [3154.08s → 3160.28s] i think we'll get something going thank you uh reverend matthews madam chair thank you i i'll [3160.36s → 3163.80s] i'll tell you how this could be done now i'm going to tell this to you i'm not going to tell it to [3163.80s → 3170.12s] these ladies and gentlemen right here okay because they already know um so if if there are no [3170.12s → 3176.12s] restrictions on who can participate and it's open to children across saint mary paradise [3176.12s → 3180.92s] yeah have to be in 4-H but it's anybody in 4-H in saint mary mars can participate right [3181.64s → 3188.44s] so so all we would have to do or your organization would have to do is collaborate [3189.16s → 3189.82s] through some type of collections kind of biomarker instance right part of it would have to do is we would already be looking for some kind of project in addition but if we can get an official request for the commission to take a look and know that lifting, that would be a priority if we did it will obviously add another giant project disability [3190.36s → 3197.80s] cooperative endeavor agreement with one or multiple recreation districts throughout the parish [3197.80s → 3201.96s] because this is considered, from what it sounds like, a form of recreation. Am I right? [3202.58s → 3206.88s] It's one as a school, like if you run any type of like school sport. [3207.04s → 3207.76s] Extra curriculum. [3207.96s → 3214.06s] Okay. Which could, in fact, be recreation, okay? Because recreation has a very broad term. [3214.06s → 3221.49s] Correct. But the only requirements that we have is that whoever is out there, that issue, has to have a parent present at all times. [3221.57s → 3221.87s] Okay. [3222.51s → 3225.95s] That's one of my major requirements. [3225.95s → 3228.49s] I wish we could do that for all recreation, but anyway. [3229.55s → 3233.11s] And as of right now, 100 is my cap. [3233.49s → 3233.77s] Okay. [3234.19s → 3241.17s] Simply because we can't take over the, I mean, if I told you, we probably could take over the range, but we would be taking over all day Saturday. [3243.28s → 3245.56s] I think the public would like that very much, especially Jean Hunter. [3245.56s → 3245.80s] Right. [3245.82s → 3247.14s] Right. Probably not. [3247.26s → 3253.22s] I mean, you have to be in school, and you have to be informed. You have to be registered as a 4-HB. [3253.22s → 3257.64s] Okay. So those are good requirements. They're requirements, not restrictions. [3257.88s → 3258.40s] Not restrictions. [3258.40s → 3260.86s] Okay. So here's the deal. [3262.08s → 3270.72s] If there is a collaboration between that group or organization and one or more recreation districts, [3271.08s → 3276.25s] then the council could support the recreation districts. [3276.27s → 3278.75s] By allocating monies for equipment. [3279.75s → 3286.53s] And then that would alleviate some of the financial responsibilities of those individual districts, [3286.79s → 3292.43s] and they could then shift their recreation monies from their O&M, Operation and Maintenance Fund, [3292.65s → 3300.29s] to support your activity in lieu of what we would make as a fair exchange for the funds they would spend on equipment [3300.29s → 3306.29s] and other types of upgrades, equipment and physical upgrades to their facilities. [3306.59s → 3316.69s] Okay. Because that's what the tax call for those types of districts through the three-tenths percent sales tax requires us to allocate for. [3317.45s → 3324.87s] And so that would then allow those activities to be supported with public funding from this entity. [3325.11s → 3332.85s] And I learned that through the help and support and guidance of our former legal counsel, Mr. Eric Duplantis. [3333.35s → 3336.57s] Because we've done numerous projects like that or activities like that. [3336.79s → 3341.13s] Throughout the years in different recreation districts throughout the parish. [3341.37s → 3342.65s] So it can be done. [3342.67s → 3343.23s] It can be done. [3343.35s → 3345.07s] And that would be above us. [3345.58s → 3347.24s] Correct. That would be up here. [3347.34s → 3349.52s] No, no. I'm talking about with 4-H in itself. [3349.72s → 3350.04s] Okay. [3350.28s → 3352.96s] Y'all think we can't. [3353.00s → 3354.80s] The local 4-H, I would have to check. [3354.92s → 3355.90s] I don't think you can do anything. [3356.04s → 3357.76s] It would have to be brought to LSU. [3357.88s → 3360.72s] So they would have to enter into the cooperative endeavor agreement. [3361.14s → 3361.54s] Yeah. [3361.70s → 3362.50s] They would have to do that. [3362.58s → 3363.76s] We can't be doing all this stuff. [3363.82s → 3365.12s] And that's not a deal breaker. [3365.32s → 3366.32s] That can be done. [3366.40s → 3366.48s] Yeah. [3366.48s → 3367.34s] That has been. [3367.38s → 3368.44s] That has been done in other instances. [3369.26s → 3374.48s] So I just kind of wanted to put that out there to let you know that there is a mechanism. [3375.36s → 3380.76s] There is a method that this can be funded if the council chooses to support it. [3381.52s → 3383.94s] And it's not any additional money. [3384.22s → 3385.58s] We're not spending anything extra. [3385.66s → 3392.52s] And outside of the budget that we've already allocated and adopted and the ordinance that was passed a few weeks ago. [3392.84s → 3396.36s] Because those three-tenths percent sales tax dollars are there. [3396.48s → 3397.22s] Okay. [3397.62s → 3398.46s] They're in the budget. [3398.56s → 3404.34s] The funds come in every quarter as people shop and buy goods throughout our parish. [3405.15s → 3409.23s] And that's another myth that's been going around that we need to dispel. [3410.27s → 3413.19s] So basically we need to get the LSU Ag Center. [3413.71s → 3415.51s] I would float that up the chain. [3415.91s → 3416.07s] Yeah. [3416.19s → 3425.17s] I would float that up the chain and let them know that that is a funding mechanism that this governing authority can utilize to support that activity. [3425.37s → 3427.85s] And if they want to consider that and kind of move it through. [3427.85s → 3428.35s] Okay. [3428.35s → 3437.89s] Their channels as they need to, then they could start that process and then you you come and revisit that request that at this at this council. [3439.90s → 3440.40s] Thank you. [3440.94s → 3441.44s] Anyone else? [3444.88s → 3445.38s] No. [3450.52s → 3451.42s] Still under eight. [3451.42s → 3452.38s] Public comment, Ms. [3452.38s → 3453.42s] Andre Abare. [3466.32s → 3467.92s] Good evening, everyone. [3468.68s → 3470.18s] I would first like to begin. [3470.18s → 3471.68s] My name is Andre Abare. [3472.22s → 3473.46s] Bayou Vista resident. [3474.42s → 3478.78s] I would like to thank everyone that did attend the town hall meeting. [3478.78s → 3484.02s] That was talked about I wasn't intricate part in making that happen. [3485.18s → 3496.16s] With that being said, a little bit of what I'm going to say is kind of redundant now because it seems as though the tides are changing for the 500K allocation. [3496.16s → 3500.99s] But nonetheless, there are things that I prepared that I think needs to be said anyway. [3501.53s → 3505.31s] So I want to be clear. [3505.31s → 3507.41s] I'm not here as a politician. [3508.05s → 3509.65s] I am not here. [3510.25s → 3513.05s] As anything even relatively close to that. [3513.95s → 3515.49s] I'm here as a taxpayer. [3516.29s → 3517.13s] As a mother. [3518.02s → 3525.36s] And as a citizen who loves her community entirely too much to watch it crumble underneath a broken system. [3527.60s → 3535.10s] Since November, I've been asking questions about the removal of the 500,000 allocation for Bayou Vista infrastructure. [3536.36s → 3539.97s] And in return, I've been given the runaround. [3540.57s → 3542.11s] I've been dismissed. [3542.93s → 3544.07s] I've been insulted. [3545.06s → 3556.54s] And I was actually told, instead of your reliance on AI and your total lack of knowledge, maybe you should attend some meetings and learn the truth. [3558.00s → 3561.58s] Ironically, that is exactly what I've done for a year. [3563.31s → 3573.26s] So I looked at the facts and the facts tell a very different story in the rhetoric that was being tossed around. [3574.12s → 3576.12s] And things that I've been told. [3577.63s → 3581.63s] We've been told that this money was removed for a plethora of reasons. [3581.63s → 3583.63s] That it's based on assumptions. [3583.63s → 3585.63s] That we may get grant funding. [3585.63s → 3587.63s] That it just doesn't make sense. [3587.63s → 3593.63s] And that until we have specific projects, there just isn't a need. [3593.63s → 3596.21s] Well, I can fact check that. [3596.21s → 3602.21s] I spent the last year compiling immense amounts of data. [3602.21s → 3604.21s] And in that data. [3604.21s → 3613.21s] For a year's plus worth of publicly available meeting minutes on all tax collecting entities in Bayou Vista. [3613.21s → 3617.04s] And here's just a smidge of what they said. [3617.04s → 3619.04s] Mainline breaks. [3619.04s → 3621.04s] Pump replacements needed. [3621.04s → 3623.33s] Station rehabs. [3623.33s → 3625.33s] Projects tabled because of no funding. [3625.33s → 3627.33s] And these aren't my opinions. [3627.33s → 3629.33s] These are facts. [3629.33s → 3633.49s] Straight from the appointed board's and commission's records. [3633.49s → 3637.38s] I'll be honest. [3637.38s → 3639.38s] It hasn't been easy. [3639.66s → 3641.66s] Getting these answers. [3641.66s → 3645.66s] And trying to get clarity on things. [3648.21s → 3652.30s] I've been shut down at pretty much every turn. [3652.30s → 3657.42s] And I've been attacked just for simply trying to understand basic things. [3659.78s → 3662.19s] Most people would have quit by now. [3662.19s → 3664.70s] A lot do. [3664.70s → 3667.70s] But I was raised by a man who taught me better. [3667.70s → 3670.31s] My grandfather served this country. [3673.30s → 3678.25s] He fought for the democracy we all hold dear. [3678.25s → 3682.25s] He didn't fight for a system where leaders hide behind excuses. [3682.25s → 3688.04s] He fought for a system where every voice matters. [3688.04s → 3693.04s] And where the government answers to the people and not the other way around. [3693.04s → 3699.03s] He taught me that being an American isn't just about paying taxes. [3699.03s → 3701.03s] It's about showing up. [3701.03s → 3704.64s] It's about speaking up when things are wrong. [3704.64s → 3708.31s] And he taught me that silence is consent. [3708.31s → 3714.34s] And I really can't consent to this neglect in my community. [3714.34s → 3723.68s] So I want to be clear to any system or person who thinks that I'm easily intimidated. [3723.68s → 3731.73s] Fear is not really an emotion that I am familiar with. [3731.73s → 3734.73s] A no is not a word in my vocabulary. [3734.73s → 3737.73s] If someone tells me no, I just assume I asked the wrong person. [3737.73s → 3740.62s] So when I am told no. [3740.62s → 3742.62s] And when I am shut down. [3742.62s → 3744.62s] It will not stop me. [3744.62s → 3748.10s] It will make me dig my heels in deeper. [3748.10s → 3750.81s] And I will not quit. [3750.81s → 3752.81s] I will not be quiet. [3752.81s → 3756.81s] I will not stop until I see movement in a positive direction. [3756.81s → 3760.09s] To my community. [3760.09s → 3763.70s] Everybody that's watching. [3763.70s → 3767.95s] I see the empty seats in the rooms that I walk into. [3767.95s → 3771.14s] But I'm not going to blame the citizens. [3771.14s → 3773.55s] I know your weight. [3773.55s → 3776.55s] The reason the seats aren't full is because. [3776.55s → 3781.55s] I feel as though leadership has failed to meet the people where they are. [3784.18s → 3786.18s] Yes, the meetings here. [3786.18s → 3789.18s] That are held here are live streamed. [3789.18s → 3792.18s] But the boards and commissions that you all appoint. [3792.18s → 3797.18s] The ones that actually collect and spend our ad valem property taxes. [3797.18s → 3799.18s] They are not. [3799.18s → 3802.85s] There is no easy access to that information. [3802.85s → 3807.85s] There is no effort to be transparent with the citizens beyond the absolute bare minimum required by law. [3807.85s → 3816.06s] It seems as though there is a system that has been created to operate in the dark. [3816.06s → 3822.35s] And then the voters are blamed for not being able to see. [3822.35s → 3826.66s] So in my opinion. [3826.66s → 3830.56s] That is a fundamental failure of democracy. [3830.56s → 3832.56s] We deserve better. [3832.56s → 3835.84s] We deserve access. [3835.84s → 3838.26s] We deserve truth. [3838.26s → 3840.26s] I am pleading with you. [3840.26s → 3842.58s] Not to. [3842.58s → 3845.70s] Not to table this allegation. [3845.70s → 3851.29s] We need it. [3851.29s → 3853.29s] Please don't drive around by unison. [3853.29s → 3856.06s] Just don't drive around. [3856.06s → 3860.57s] I mean you can pass in front of Fairview and do a Dukes of Hazzard jump. [3860.57s → 3862.70s] It's needed. [3862.70s → 3865.70s] And anyone who drives that area. [3865.70s → 3868.70s] Without even exiting your vehicle. [3868.70s → 3872.33s] Can see. [3872.33s → 3875.29s] So that's really just. [3875.29s → 3877.29s] I mean that seeps in of it. [3877.29s → 3879.48s] I'm not really a begging person. [3879.48s → 3881.48s] But I guess I'm begging. [3881.48s → 3882.48s] At this point. [3882.48s → 3885.90s] For Bayou Vistos needs to be acknowledged. [3885.90s → 3889.90s] For the allocation to be made. [3889.90s → 3894.47s] And just to let it be known that what I do. [3894.47s → 3896.47s] Everything that I do. [3896.47s → 3902.27s] Is because my grandpa instilled it in me. [3902.27s → 3906.27s] He used to tell us that we didn't have the right to complain. [3906.27s → 3908.27s] If we didn't go vote. [3908.27s → 3910.27s] I voted in every single election. [3910.27s → 3912.27s] Since I was 18 years old. [3912.27s → 3914.27s] To honor that name. [3914.27s → 3918.66s] And I will continue to do it until I take my last breath. [3918.66s → 3921.23s] So there is no motive. [3921.23s → 3923.23s] There is no personal agenda. [3923.23s → 3925.23s] And I will say it again. [3925.23s → 3927.23s] I'm going to finish on this note. [3927.23s → 3929.23s] I'm not here to attack anyone. [3929.23s → 3931.23s] Personally. [3931.23s → 3933.23s] I have tried relentlessly. [3933.23s → 3935.23s] To attack. [3935.23s → 3937.23s] The broken system. [3937.23s → 3939.23s] Instead of people. [3939.23s → 3940.23s] And I'm not here to attack. [3940.23s → 3943.19s] People. [3943.19s → 3945.19s] It has not been well received. [3945.19s → 3948.79s] But it is my intent. [3948.79s → 3950.98s] And that's it. [3950.98s → 3957.08s] Thank you for listening. [3957.08s → 3961.60s] Well said. [3961.60s → 3963.94s] Ma'am. [3963.94s → 3965.46s] Ma'am. [3965.46s → 3966.46s] Never give up. [3966.46s → 3967.46s] Never give up. [3967.46s → 3968.46s] Ma'am. [3968.46s → 3970.90s] Madam chair. [3970.90s → 3971.90s] No. [3971.90s → 3972.90s] You are 100% right. [3972.90s → 3973.90s] And never give up. [3973.90s → 3975.86s] Madam chair. [3975.86s → 3978.25s] I need something to tell you. [3978.25s → 3981.30s] A year and a half ago. [3981.30s → 3984.10s] I asked drainage district 2-8. [3984.10s → 3985.10s] Never. [3985.10s → 3987.10s] Never seen them. [3987.10s → 3989.65s] I'm a parish councilman. [3989.65s → 3992.54s] Welcome to the world of not getting no books. [3992.54s → 4001.19s] Okay. [4001.19s → 4003.19s] Our next public comment. [4003.19s → 4005.19s] With Ms. Lindsey Anselm. [4005.19s → 4015.00s] How are y'all? [4015.00s → 4021.22s] Nice to meet you. [4021.22s → 4023.22s] Lindsey Anselm. [4023.22s → 4025.22s] I live to Neptune. [4025.22s → 4027.61s] I just wanted to say. [4027.61s → 4029.61s] Hi. [4029.61s → 4031.61s] It's an honor to see you. [4031.61s → 4033.61s] Before you guys. [4033.61s → 4035.61s] I wanted to talk briefly about. [4035.61s → 4037.64s] What would be a separate. [4037.64s → 4038.64s] Checking accounts. [4038.64s → 4039.64s] For future generated. [4039.64s → 4040.64s] Tax revenue. [4040.64s → 4041.64s] For each district. [4041.64s → 4042.64s] I think this would be an amazing idea. [4042.64s → 4043.64s] This simple change. [4043.64s → 4045.18s] Can strengthen transparency. [4045.18s → 4046.22s] Accountability. [4046.22s → 4047.22s] And public trust. [4047.22s → 4048.22s] At the end of the day. [4048.22s → 4049.22s] The proposal is not about creating new taxes. [4049.22s → 4050.22s] It's. [4050.22s → 4051.22s] For changing the voters intent. [4051.22s → 4052.22s] On any of this. [4052.22s → 4053.22s] It's just about. [4053.22s → 4054.22s] How to manage the data. [4054.22s → 4055.22s] It's about. [4055.22s → 4056.22s] How to. [4056.22s → 4057.22s] How to. [4057.22s → 4058.22s] How to. [4058.22s → 4059.22s] How to. [4059.22s → 4060.22s] How to. [4060.22s → 4061.54s] How to. [4061.54s → 4062.54s] How to. [4062.54s → 4063.54s] How to. [4063.54s → 4064.54s] How to. [4064.54s → 4065.54s] How to. [4065.54s → 4066.54s] How to. [4066.54s → 4067.54s] How to. [4067.54s → 4068.54s] How to. [4068.54s → 4069.54s] Manage the dollars. [4069.54s → 4070.54s] Voters have already entrusted. [4070.54s → 4071.54s] To the parish. [4071.54s → 4072.54s] Into the council. [4072.54s → 4073.54s] I take it seriously. [4073.54s → 4074.54s] As I'm. [4074.54s → 4075.54s] I'm sure you guys. [4075.54s → 4076.54s] Do and the sales. [4076.54s → 4077.54s] Act. [4077.54s → 4078.54s] Revenue. [4078.54s → 4079.54s] Are approved. [4079.54s → 4080.54s] For specific purposes and specific districts. [4080.54s → 4081.54s] When those funds. [4081.54s → 4082.54s] Blow. [4082.54s → 4083.54s] Through shared. [4083.54s → 4084.54s] Accounts. [4084.54s → 4085.54s] Eventually. [4085.54s → 4086.54s] Or even temporarily. [4086.54s → 4087.54s] It can create confusion. [4087.54s → 4088.54s] Increase audit. [4088.54s → 4089.54s] Risk. [4089.54s → 4090.54s] Leave rooms. [4090.54s → 4091.54s] For question. [4091.54s → 4092.54s] Separate accounts. [4092.54s → 4093.54s] Eliminates. [4093.54s → 4094.54s] The risk. [4094.54s → 4095.54s] Of. [4095.54s → 4103.39s] risk by ensuring funds are never co-mongled. I know I have problems following my own things in [4103.39s → 4108.33s] some situations, so I've already made some phone calls about similar things for my own reasoning [4108.33s → 4116.01s] too. It's not administrative overkill. Separate accounts align how the funds are legally [4116.01s → 4121.67s] restricted. This simply matches the parish's banking structure to the legal and accounting [4121.67s → 4128.74s] reality practice. In practice, it simplifies audits, reporting, and other oversight rather [4128.74s → 4134.68s] than complicating the situation. This change would also improve transparency. The separate [4134.68s → 4140.36s] accounts, council members, and auditors to the public can clearly see how much revenue each [4140.36s → 4146.44s] district generates and how it's spent. So essentially, from what I'm understanding, [4146.58s → 4151.40s] if you did that, if I wanted to look at Bayou Vista's revenue, I could see just Bayou Vista's [4151.40s → 4152.16s] revenue or [4152.54s → 4158.54s] just Platterson's revenue or just Centerville's revenue, Amelia's revenue. It would help the [4158.54s → 4163.44s] taxpayers. Like in Mr. Duhon's situation and what y'all went through, it helped the taxpayers [4163.44s → 4167.10s] or even you just be able to pull up your information instead of everyone else. [4167.10s → 4177.74s] Ma'am, I went to the tax collector. I mean, I went down that road to see what money was [4177.74s → 4177.90s] being paid. [4178.02s → 4181.92s] No, this would be from you guys' end to where you could just simply see the numbers. [4181.92s → 4196.04s] I'm talking tax, not some numbers. I never got it. [4196.04s → 4203.01s] For point of clarification, you're not asking... [4203.27s → 4206.27s] You're not asking for the tax department to separate the revenue. You're asking for [4206.27s → 4211.63s] the administration. When the revenue comes in, we do it in-house and separate the dollars [4211.63s → 4212.37s] ourselves, right? [4212.37s → 4217.27s] Absolutely. So what I'm asking for is the possibility of you guys to separate it so [4217.27s → 4222.69s] y'all can readily deal with what you have. It would strengthen internal controls and [4222.69s → 4227.39s] accountability. Each district can see its own revenues and expenditures, and financial [4227.39s → 4232.01s] oversight becomes cleaner and more efficient. Auditors prefer this structure. The Louisiana [4232.01s → 4233.21s] State Bond Commission... [4233.37s → 4234.37s] Yeah. [4234.37s → 4235.37s] ... and councils actually recommend it across the entire state of Louisiana. [4235.37s → 4236.37s] Yeah. [4236.37s → 4237.37s] And it reflects and recognizes the best practice for public finance. From a planning [4237.37s → 4238.37s] perspective, it would separate accounts and allow more accurate foresight for smarter, [4238.37s → 4239.37s] long-term decisions for each district. If you had, say, David had something that he [4239.37s → 4240.37s] was planning specifically for Bayou Vista, because that's our district, or Ms. Quinn [4240.37s → 4241.37s] Hidalgo. We could pull that up and look at it and have the foresight to say, this is [4241.37s → 4242.37s] the money that's allotted to this district. [4242.37s → 4243.37s] Yeah. [4243.37s → 4244.37s] Yeah. [4244.37s → 4245.37s] Yeah. [4245.37s → 4246.37s] Yeah. [4246.37s → 4247.37s] Yeah. [4247.37s → 4248.37s] Yeah. [4248.37s → 4249.37s] Yeah. [4249.37s → 4250.37s] Yeah. [4250.37s → 4251.37s] Yeah. [4251.37s → 4252.37s] Yeah. [4252.37s → 4253.37s] Yeah. [4253.37s → 4254.37s] Yeah. [4254.37s → 4255.37s] Yeah. [4255.37s → 4256.37s] Yeah. [4256.37s → 4257.37s] Yeah. [4257.37s → 4258.37s] Yeah. [4258.37s → 4259.37s] Yeah. [4259.37s → 4260.37s] Yeah. [4260.37s → 4261.37s] Yeah. [4261.37s → 4262.37s] Yeah. [4262.37s → 4263.37s] Yeah. [4263.37s → 4264.37s] Yeah. [4264.37s → 4265.37s] Yeah. [4265.37s → 4266.37s] Yeah. [4266.37s → 4267.37s] Yeah. [4267.37s → 4268.37s] Yeah. [4268.37s → 4269.37s] Yeah. [4269.37s → 4270.37s] Yeah. [4270.37s → 4271.37s] Yeah. [4271.37s → 4272.37s] Yeah. [4272.37s → 4273.37s] Yeah. [4273.37s → 4274.37s] Yeah. [4274.37s → 4275.37s] Yeah. [4275.37s → 4276.37s] Yeah. [4276.37s → 4277.37s] Yeah. [4277.37s → 4278.37s] Yeah. [4278.37s → 4279.37s] Yeah. [4279.37s → 4280.37s] Yeah. [4280.37s → 4281.37s] Yeah. [4281.37s → 4282.37s] Yeah. [4282.37s → 4283.37s] Yeah. [4283.37s → 4284.37s] Yeah. [4284.37s → 4285.37s] Yeah. [4285.37s → 4286.50s] Yeah. [4286.50s → 4287.53s] Yeah. [4287.53s → 4288.53s] Yeah. [4288.53s → 4289.53s] Yeah. [4289.53s → 4290.53s] Yeah. [4290.53s → 4291.53s] Yeah. [4291.53s → 4292.53s] Yeah. [4292.53s → 4298.69s] a great job i think that when we as a society grow and we know better that moving forward we [4298.69s → 4306.13s] can do better as a team moving forward with this being a pure intent it can it can be it should be [4306.13s → 4312.86s] a prudent improvement moving forward at the end of the day the council's responsibility is stewardship [4312.86s → 4318.14s] separate checking accounts are straightforward and responsible way to honor voters intent [4318.14s → 4325.89s] protect public funds to reinforce trust in our social council that's it i just thought that it [4325.89s → 4333.25s] was a great idea and wanted to come and talk about it i think it's a great idea for all of our parish [4333.25s → 4340.83s] entities not just you guys and i really like it so yeah i got a question for paul if you could [4340.83s → 4347.46s] answer paul could this even be done separating each individual district in a separate checking [4347.46s → 4351.04s] account not not district i mean we get the [4351.06s → 4355.04s] money we get wards five and eight money we get wards one two three four seven and ten money [4355.04s → 4360.80s] we get local law enforcement money and that's the way it comes to us and everything is accounted for [4360.80s → 4366.96s] in fund in separate funds even though the cash is commingled which is the way it's been done for [4366.96s → 4372.52s] over 30 years here that and it was never a problem as long as there was plenty of money [4372.52s → 4377.96s] but the money is not being misspent you can look at our audits you can see you can see the wards [4377.96s → 4381.16s] five and eight you can see one two three four seven and ten royalty road [4381.18s → 4384.52s] money you can see all that in our audits so everything's being accounted for [4385.32s → 4392.14s] properly and then we have audits to prove that it's just in one cash account could i separate [4392.14s → 4397.62s] the cash accounts now if we did that it would it would provide a hardship on the whole operation of [4397.62s → 4404.90s] the parish could you could you start it from like a a zeroed out perspective from now moving forward [4404.90s → 4409.98s] to where it would still cause us some some internal problems could it be projected for [4410.98s → 4412.06s] possibly a later day [4412.08s → 4428.75s] thank you madam chair yes i was just going to um agree with uh mr gubernol and and and i want to [4428.75s → 4435.67s] thank you for clarifying that i've wanted to say it for about the last 12 minutes now uh but again [4435.67s → 4443.34s] that's one of the myths that needs to be dispelled and it i wish it would just cease because it does [4443.34s → 4444.68s] no good for our parish and for our community and for our community and for our community and for our [4444.70s → 4451.90s] parish it does no good for the morale of our staff um and just for just for public life um for people [4451.90s → 4463.63s] to presume or or to um just continue to to participate in in the the the gavel that [4463.63s → 4469.23s] monies are being mismanaged in this parish i i i don't disagree that it has happened [4469.95s → 4474.27s] in some instances over the years and and i believe those people have been indicted [4474.99s → 4481.15s] uh probably at least three or four times and i also believe that women at least one of the [4481.15s → 4483.87s] 굉장히 important ah services and services and services have all bun it has occurred [4484.83s → 4488.59s] and that happens there and it happens there if you are still here um so and [4488.59s → 4491.75s] you have your you have those kind of communities when it happens and it has happened do not [4491.75s → 4498.08s] think about it when you're not talking about it when it has occurred and that's that's public [4498.08s → 4504.48s] information that's not being hidden um in in in for the for the most part when i say most i'm [4504.48s → 4508.36s] and commissions that operate under its authority [4508.36s → 4512.52s] are operating those funds appropriately, [4512.52s → 4514.41s] for the most part. [4514.41s → 4517.37s] Unfortunately, there's not enough of it. [4517.37s → 4518.99s] And I don't know who you turn and point [4518.99s → 4522.75s] the finger at for that. [4522.75s → 4523.99s] You can blame me if you want. [4523.99s → 4526.46s] Some people have. [4526.46s → 4529.70s] But the point is, I believe we're doing [4529.70s → 4531.55s] the best with what we have. [4531.55s → 4536.25s] Oh, at no point is what I'm asking for an accusation. [4536.25s → 4537.63s] Yeah, that's not intended at you. [4537.63s → 4538.35s] I'm sorry. [4538.35s → 4539.97s] I completely understand. [4539.97s → 4540.81s] I don't think that. [4540.81s → 4543.27s] I just think that it would be amazing [4543.27s → 4546.51s] whether it would be this board, another board. [4546.51s → 4549.93s] Anything to help further us and perpetuate us forward [4549.93s → 4551.97s] to more transparency in something [4551.97s → 4556.05s] clear for any constituent, I think it's amazing. [4556.05s → 4560.07s] So don't ever feel like I would never come and try to do that. [4560.07s → 4561.49s] I just think it's great. [4561.49s → 4563.01s] And it was a great suggestion. [4563.01s → 4566.13s] And it should be looked at and talked about as a whole. [4566.13s → 4567.63s] I thank you for that. [4567.63s → 4573.57s] And I want to commend both of you ladies and all [4573.57s → 4578.19s] of the parishioners that have the fortitude [4578.19s → 4581.01s] to come forward and express those opinions [4581.01s → 4582.45s] and those viewpoints. [4582.45s → 4583.81s] Because we need to hear that. [4583.81s → 4585.57s] We need that. [4585.57s → 4589.65s] But we have to be more cognizant of the fact [4589.65s → 4592.25s] that there are systems and there are processes that [4592.25s → 4595.65s] exceed the limits of governing authority [4595.65s → 4597.47s] that we have within this chamber. [4597.47s → 4599.13s] Some things are a matter of state law. [4599.13s → 4601.35s] Some things are a matter of federal law. [4601.35s → 4602.05s] And I agree. [4602.05s → 4604.15s] We live in a broken system. [4604.15s → 4607.77s] And it didn't get broken over the last administration, [4607.77s → 4609.83s] over the last few decades. [4609.83s → 4614.21s] It's something that has been a process of evolution [4614.21s → 4615.31s] for quite some time. [4615.31s → 4618.17s] Longer than any of us has probably been alive, [4618.17s → 4619.75s] those that are in this room. [4619.75s → 4625.41s] But I think we have to be more concerted. [4625.41s → 4629.81s] We have to be more agreeable to find common ways [4629.81s → 4632.53s] to resolve some of these issues. [4632.53s → 4635.19s] And I think with this type of dialogue, [4635.19s → 4637.41s] we begin that process. [4637.41s → 4643.18s] I will say that the idea of separating those checking [4643.18s → 4646.36s] accounts is a phenomenal idea. [4646.36s → 4648.76s] If it was something that was as simple as that, [4648.76s → 4651.14s] I think we would have done it probably [4651.14s → 4653.81s] a few administrations ago. [4653.81s → 4655.73s] So certainly, nobody in this room [4655.73s → 4658.95s] should walk away feeling like they take [4658.95s → 4661.55s] the credit for making that suggestion. [4661.55s → 4665.49s] And again, that's no pun intended to you, [4665.49s → 4666.83s] because you're at the podium. [4666.83s → 4670.91s] Again, I've wanted to say these things for the last 16 minutes [4670.91s → 4673.49s] now, but even before tonight. [4673.49s → 4676.31s] Because this is a repetitive conversation. [4676.31s → 4678.21s] It's a recurring conversation. [4678.21s → 4680.97s] And a lot of the accusations continue [4680.97s → 4684.85s] to fly out with very little base. [4685.73s → 4690.59s] And very little substantiated evidence. [4690.59s → 4694.65s] So, and I'll say this, my last comment right now. [4694.65s → 4699.00s] This is a very comprehensive, complicated process, [4699.00s → 4701.62s] set of processes. [4701.62s → 4704.26s] And I've been sitting up here almost 16 years. [4704.26s → 4706.96s] And I consider myself to be pretty knowledgeable. [4706.96s → 4708.76s] But I certainly don't know everything [4708.76s → 4711.58s] about how this runs, how it's supposed to run, [4711.58s → 4713.69s] and a way to fix it. [4713.69s → 4714.69s] So it's a... [4716.11s → 4721.27s] It's foolish for someone to think that, [4721.27s → 4725.69s] or let me not say foolish, it's naive for someone to think [4725.69s → 4730.15s] that you can take one look at this stuff in a hole, [4730.15s → 4734.28s] in a box, and pinpoint what's wrong. [4734.28s → 4736.91s] That's simply not reality. [4736.91s → 4740.29s] It's unfathomable to try to resolve all of the issues [4740.29s → 4745.39s] that this political body and those that we govern can fix, [4745.39s → 4746.39s] or resolve. [4746.53s → 4747.53s] And that's not going to happen. [4747.53s → 4750.97s] That's just not going to happen. [4750.97s → 4754.27s] But I think through a dialogue, a healthy dialogue, [4754.27s → 4756.97s] without all of the name-blaming and the accusations [4756.97s → 4760.73s] and the throwing people under the bus and looking for reasons [4760.73s → 4765.91s] to hang somebody, I think if we can move past that, [4765.91s → 4768.63s] then we might have a chance in St. Mary Parish. [4768.63s → 4771.77s] And I think St. Mary Parish, compared to some other areas [4771.77s → 4776.52s] that I've traveled, is doing quite well in terms of, the [4776.52s → 4779.08s] resources that we've been able to amass and the things [4779.08s → 4782.62s] that we've been able to do to improve the quality of life. [4782.62s → 4784.32s] Because some folks don't have it quite as good. [4784.32s → 4788.13s] Thank you. [4788.13s → 4789.13s] I think there should be more positivity across the board. [4789.13s → 4790.13s] We have just as many great things going for us as we do other issues. [4790.13s → 4791.13s] So I moved away. [4791.13s → 4792.13s] I came back. [4792.13s → 4793.13s] I said I was never coming back. [4793.13s → 4794.13s] Oh, we're so glad you're back. [4794.13s → 4795.13s] Well, I came back, and then I ran, just because it was the people [4795.13s → 4796.13s] that I loved. [4796.13s → 4797.13s] And I'm glad you're back. [4797.13s → 4798.13s] Thank you. [4798.13s → 4799.13s] Thank you. [4799.13s → 4800.13s] Thank you. [4800.13s → 4801.13s] Thank you. [4801.13s → 4802.13s] Thank you. [4802.13s → 4803.13s] Thank you. [4803.13s → 4804.13s] Thank you. [4804.13s → 4805.13s] Thank you. [4805.13s → 4806.13s] Thank you. [4806.13s → 4807.13s] Thank you. [4807.13s → 4808.13s] Thank you. [4808.13s → 4809.13s] Thank you. [4809.37s → 4810.17s] Thank you. [4810.17s → 4811.17s] Thank you. [4811.17s → 4812.17s] Thank you. [4812.17s → 4813.17s] Thank you. [4813.17s → 4814.17s] Thank you. [4814.17s → 4815.17s] Thank you. [4815.17s → 4816.17s] Thank you. [4816.17s → 4817.17s] Thank you. [4817.17s → 4818.17s] Thank you. [4818.17s → 4819.17s] Thank you. [4819.17s → 4820.17s] Thank you. [4820.17s → 4821.36s] Thank you. [4821.36s → 4822.36s] Thank you. [4822.36s → 4823.36s] Thank you. [4823.36s → 4824.36s] Thank you. [4824.36s → 4825.36s] Thank you. [4825.36s → 4826.36s] I love. [4826.36s → 4827.36s] And I knew and I'm glad that my kids are back here, and we're [4827.36s → 4828.36s] doing this again. [4828.36s → 4829.36s] But I think that this is a great idea. [4829.36s → 4831.32s] I think if the conversation can stay abreast for us to have the [4831.32s → 4833.02s] foresight to try to in the future for the taxpayers. [4833.02s → 4834.36s] Like I said, it's something that the Louisiana State Bond Commission [4834.36s → 4835.36s] and Council actually recommends that we do. [4835.36s → 4837.86s] And so as we know better, if we could do better, I think it [4837.86s → 4838.86s] protects everybody. [4838.86s → 4839.36s] And it's not just. [4839.36s → 4845.36s] i like to try to practice what i preach you know um so it's things that i'm looking at my own [4846.08s → 4850.64s] personal benefit and my own reasons that we will not discuss at this podium but [4851.20s → 4857.68s] it's it's good for us it's good for the taxpayer i think it's wonderful so that's it thank you so [4857.68s → 4862.56s] much miss anselm we appreciate your input thank you for coming up and speaking about this i've [4862.56s → 4867.52s] uh i've had this conversation with other council members up here before and always hit with the [4867.52s → 4873.12s] same roadblock that if we separate the checking accounts then it's going to put a harder budget [4873.12s → 4878.48s] crisis on administration but i'm all for favor of separating this money i have a question so [4879.68s → 4883.20s] if we're already at the beginning of the year and it's hard to separate it already [4883.20s → 4889.04s] even though allocations are being made when would be a good point to look at it to even bring it [4889.04s → 4893.68s] back up that can't keep kicking down the road one year it's a next year then that year happened to [4893.68s → 4897.60s] say next year so my thing is just pay it off spend it off slowly [4897.68s → 4901.84s] it hurts just pull the band-aid off well that's what i'm saying we're at the beginning of the [4901.84s → 4908.02s] year so i'm asking and i think you're wonderful i think thank you for everything that you do [4908.02s → 4912.98s] i couldn't imagine sitting behind where you sit and the things that you do but when would be a [4912.98s → 4918.18s] good time to re-approach this so it doesn't just get kicked down there in the can down the road [4918.18s → 4923.09s] in my opinion the time to re-purchase would be when revenues go up when the road money [4923.09s → 4927.49s] revenues go back to what they were a couple years ago you know when when our [4927.81s → 4935.52s] our you know our all the revenues that we received increased to fund everything that would be the [4935.52s → 4942.56s] best one we all moved up right if we had about another six million dollars hey yes i knew about [4942.56s → 4948.98s] it i have dr wright lindsley i want to thank you for coming you know and for your comments [4948.98s → 4954.98s] that you did at the public forum and i think the public forum was a great arena for people [4954.98s → 4958.10s] to get out there and really kind of express what's going on in their communities and what they're going [4958.42s → 4964.50s] community and their feelings about the situation because right i don't live in bayou vista you know [4964.50s → 4970.50s] so i i don't have first-hand knowledge of some of this stuff you know and we can try and go to every [4970.50s → 4978.58s] meeting um but it's it's hard you know it's hard so you know i think one of the misconceptions too [4978.58s → 4984.36s] you know and i tried to clarify that a little bit at that meeting is that yes there is a certain [4984.36s → 4989.80s] amount of that money that is generated you know and i'm going to use air quotes for bayou vista [4989.80s → 4996.84s] you know that money has always been divided up but based on population but if you read the tax call [4996.84s → 5001.80s] that is for wards five and eight you know not for the sewage because that's been a little [5001.80s → 5007.24s] contingency you know and miscommunication it's for you know those wards which [5007.88s → 5014.04s] incorporate unincorporated areas of patterson and bayou vista so that would be [5014.60s → 5020.76s] hill and lex correct all the way to calumet and then that's everything that's unincorporated yeah [5020.76s → 5026.36s] their areas of unincorporated so of course you know mr hill's area is completely unincorporated [5026.36s → 5032.44s] so you know but the other thing that the tax call doesn't do is it doesn't designate who is [5032.44s → 5038.20s] actually allowed to allocate that money you know i mean and if you read our charter the budget's an [5038.20s → 5043.96s] administrative function you know so i think that's where some of the miscommunication [5043.96s → 5044.36s] has been [5044.36s → 5052.44s] Because even though that money is coming into it, I'm going to 100% agree with Reverend Matthews, it wasn't inappropriately used. [5052.44s → 5060.34s] It might have been transferred from that fund into the general account to be used for that appropriate purpose. [5060.74s → 5066.80s] But because the checks are written, you know, from that and from an accounting purpose, you know, [5066.80s → 5079.16s] maybe it's easier from an accounting standpoint to say, okay, I needed to take $50,000 out of this account to deal with a road issue in Bayou Vista, [5079.16s → 5082.52s] and I account for it in the sales tax fund, you know. [5082.80s → 5086.82s] Maybe that's, I'm just throwing ideas out there as potential solutions, you know. [5087.14s → 5094.80s] And that may be a way to be more transparent as to how the money is spent because it's not an inappropriate use. [5094.94s → 5096.90s] I mean, there are, you know, multiple specific. [5096.92s → 5102.62s] uses that that money can be used for, and you can look through the budget and see, you know. [5102.74s → 5108.24s] Ideally, it would be nice if it was just a slush fund, and we could just dip into that for special projects. [5108.24s → 5112.52s] But unfortunately, we know how tight the budget has been over the last few years, [5112.52s → 5120.62s] and it has to be used to shore up those areas of the general, you know, budgetary items, you know, [5120.66s → 5123.44s] which is roads and building maintenance, et cetera. [5124.06s → 5126.36s] So I think that's part of. [5126.92s → 5133.58s] I totally agree with separating it, and I totally agree with, you know, the issues that arise right now [5133.58s → 5135.64s] because of the funding and stuff like that. [5136.06s → 5140.02s] But I think even with how we document our accounting right now, [5140.02s → 5144.10s] I think we could be a little better about it to be a little bit more transparent [5144.10s → 5148.38s] so the general public can understand where those monies are going. [5148.72s → 5150.94s] I can say I would greatly appreciate it. [5151.16s → 5153.34s] I'm used to looking at things like that. [5153.46s → 5156.90s] But with Bayou Vista being unincorporated, sometimes it's a little harder. [5156.92s → 5163.68s] For me personally, I can't speak for anybody else, but anything to make it easier, I would appreciate it. [5163.78s → 5170.48s] And I'd like to thank you if I don't have to wade in water later on in the process of our situation. [5170.78s → 5171.42s] Wait, wait, wait. [5171.58s → 5172.78s] We have Mr. Ina. [5173.18s → 5173.70s] He's next. [5175.12s → 5177.26s] I was just going to say I understand. [5177.60s → 5185.41s] I'm going to just kind of defer my comments because I think we have an issue that we need to do. [5190.97s → 5191.73s] What would be? [5192.47s → 5194.47s] I think that's still up in the air right now. [5194.47s → 5195.67s] So if we still had separate. [5195.85s → 5198.11s] I think right now we're still having a contentious. [5200.04s → 5210.99s] Even if we had money in separate accounts, can it be taken and used for different purposes or whatever? [5211.07s → 5213.07s] So I think that's still kind of up in the air. [5213.11s → 5214.29s] So I agree with your point. [5214.37s → 5217.33s] I think there's a big, big issue that we're still trying to figure out. [5217.79s → 5222.01s] And again, I think that would go more if that started to happen with accountability. [5222.01s → 5225.69s] In an unincorporated area specifically. [5226.47s → 5228.13s] I mean, you know this, but I'm just going to say it. [5228.19s → 5240.23s] For the general public in an unincorporated area specifically, our council member, our parish council member, kind of almost serves kind of a little like a mayor, really. [5241.69s → 5250.83s] So when those accounts, if they could ever be separated in earmark, the accountability would fall on the council members that ran for that spot. [5250.83s → 5256.93s] And I have all confidence in the council members that were elected by their public. [5257.09s → 5258.35s] They would probably do the best. [5258.41s → 5259.45s] They possibly can. [5260.07s → 5266.91s] But they would need the accountability for it as well, which I think would clear some things up too, you know. [5267.25s → 5275.69s] I think kind of where we stand at right now is if there was a mayor of an unincorporated area that had money in his or her account, [5278.89s → 5281.79s] another entity that can come in and say, hey, you can't spend it. [5281.79s → 5284.93s] I'm going to take your money and spend it for another purpose that's better. [5285.01s → 5286.67s] That's kind of where we are right now. [5286.71s → 5287.61s] We're trying to figure that out. [5288.15s → 5289.87s] So y'all want a police jury back? [5290.19s → 5290.47s] Uh-uh. [5290.91s → 5292.57s] Because that's what that was. [5292.97s → 5293.33s] Madam Chair. [5294.35s → 5294.85s] Mr. Hill. [5294.87s → 5296.49s] My question is for Mr. Paul. [5298.09s → 5307.42s] On average per month, what would you think the total combined revenues collected for three-tenths would be collectively for all? [5308.89s → 5309.85s] Just for three-tenths? [5309.97s → 5311.07s] Yeah, for the whole parish. [5311.23s → 5312.85s] On an average month, everybody. [5313.58s → 5314.06s] Everybody. [5315.18s → 5315.42s] Both. [5315.70s → 5316.68s] Three-tenths and five. [5316.68s → 5318.46s] The part that we get or the part? [5318.78s → 5320.42s] The part that the parish collects. [5320.44s → 5320.90s] The part that the parish collects? [5320.90s → 5321.64s] Like, say, for example. [5322.06s → 5328.90s] If we was to say we want separate checking accounts, okay, that cash money coming in from mortgage, you know, tax office, [5329.16s → 5334.01s] how much of that revenue does the parish collect on average per month? [5347.84s → 5350.96s] I know 5-8 for, like, November received $29,000 or some change. [5350.96s → 5357.34s] Yeah, it's about, it ranges anywhere from, you know, $25,000, $26,000, up to $32,000. [5357.60s → 5359.98s] It depends on the quarter months or a little bit more. [5360.32s → 5362.96s] So I'm talking about 5-8 and the rest of the taxes. [5362.96s → 5363.94s] That's for 5-8? [5364.14s → 5364.38s] Yeah. [5364.38s → 5376.42s] Okay, 1, 2, 3, 4, 7, and 10 is another three-tenths, which collects anywhere from $36,000 to $50,000 a month, which depends on? [5376.42s → 5380.42s] Roughly $80,000, give or take. [5380.52s → 5381.72s] But we report it together. [5383.14s → 5384.00s] Get a quarterly report. [5384.00s → 5395.83s] So if we was to have a separate checking account, operating budget would run approximately $80,000, could be $80,000 less per month on average. [5395.83s → 5400.60s] Okay, I'm not sure where you're going with that. [5400.62s → 5404.68s] Well, I'm going with that is how administration says we have separate checking accounts. [5405.08s → 5409.08s] That's going to cause the budget issues for the general budget. [5409.30s → 5410.26s] It's going to cause a cash flow issue, yeah. [5410.64s → 5417.30s] But I'm just trying to figure out about how much revenue would be lost to go into the general fund to spend on everything else. [5418.44s → 5422.20s] That way that money goes back into our three-tenths accounts to have separate checking accounts. [5422.80s → 5424.30s] That's kind of what I'm getting at. [5425.70s → 5428.66s] Because I want to see how much it's going to affect the general budget. [5430.14s → 5432.16s] So you're saying roughly $80,000 a month. [5432.89s → 5433.95s] Give or take a few dollars. [5435.11s → 5438.24s] For those $200,000 a year. [5442.68s → 5447.04s] Yeah, we're getting them reports every month from the city tax office. [5447.78s → 5454.70s] And like I said at that meeting in Bayou Vista, the only unincorporated that gets their 100% money is Amelia. [5455.60s → 5460.58s] Because when they did a call of tax, the councilman at the time, that's the way he put the call in. [5461.84s → 5465.72s] I wish everybody else would have listened to him and did it the way he did it. [5466.02s → 5467.36s] Well, I wasn't elected back then. [5467.36s → 5468.06s] I know, I know. [5468.34s → 5469.40s] I was here with him. [5469.42s → 5472.20s] But I sure would have done it. [5473.14s → 5479.50s] But like there's one, like Syracuseville, they get, I want to say, it's like $2,500 probably on average a month. [5479.84s → 5482.98s] That's my new, yeah, the parish gets that. [5483.68s → 5486.04s] But we spend it, they spend it. [5486.06s → 5486.36s] Right. [5486.46s → 5491.52s] And we reimburse them because they didn't have the accounting system at the time to do it. [5491.52s → 5492.60s] So they send bills and we. [5492.94s → 5496.60s] And Amelia just did some major improvements with their money with the lighting system. [5496.70s → 5497.62s] That's very, very nice. [5497.62s → 5498.06s] It's beautiful. [5498.06s → 5498.14s] It's beautiful. [5498.34s → 5498.90s] It's beautiful. [5498.90s → 5499.40s] Passed it last night. [5499.54s → 5499.84s] Yeah. [5500.54s → 5500.88s] Okay. [5500.88s → 5508.45s] On the money in Amelia goes to direct district for direct district after they paid off the direct district. [5508.73s → 5515.96s] We're supposed to go to capital outlay anywhere in the media and then we shut down for quite a few years until I was elected. [5517.92s → 5523.82s] So, and then talking about we lost half our millage in a million with helicopters left. [5525.22s → 5527.98s] So now we lost a bunch of capital. [5528.28s → 5529.14s] I mean, not capital. [5529.14s → 5531.84s] There's a Avalon on that part. [5531.84s → 5535.02s] But we lost a bunch of Roger room funds. [5535.08s → 5537.57s] How much we used to get a lot. [5537.87s → 5538.65s] Oh, it was a lot. [5538.65s → 5539.99s] Did it stand me? [5539.99s → 5541.73s] It was several million. [5541.73s → 5543.23s] At one point it was 9 million. [5543.27s → 5544.81s] Sometimes it was 12 million. [5545.35s → 5550.27s] And now what it's down to half a million, half a million a year. [5551.53s → 5560.33s] So they got to take that money, that three 10 sales tax money and push it to that through each district to keep the grass cut to keep numbers. [5560.33s → 5561.05s] Other things done. [5561.45s → 5563.88s] Am I right or wrong? [5564.50s → 5565.00s] Right. [5565.94s → 5567.94s] So the money is that the money is shot. [5568.34s → 5571.38s] We had how many years we had downturn and all of you? [5572.48s → 5574.94s] Well, we didn't get no money, you know. [5575.14s → 5579.22s] So school board gets got 66 mills or 68 mills. [5579.22s → 5580.32s] How much I'll collect the year. [5582.98s → 5584.12s] I couldn't tell you exactly. [5584.12s → 5589.09s] However, um, as far as that, I can speak to that. [5589.11s → 5598.72s] We also transport, feed, educate, mentor all of those children and [5598.82s → 5600.44s] also the private school kids. [5600.44s → 5601.88s] We also transport them. [5601.92s → 5607.34s] So, um, just like y'all, a lot of our money comes from state and federal government. [5607.46s → 5609.06s] It's all accounted for. [5609.08s → 5621.68s] And then we have what the taxpayers give us, which 100% of the teacher's tax goes to teacher, um, goes to the teacher's funds, whether it's in a stipend from us. [5622.22s → 5627.98s] Um, and when sales tax are up, I can tell you what has been done in the past so far. [5627.98s → 5633.14s] Is even if what sales tax goes up, we give them a stipend. [5633.92s → 5636.68s] If we don't have enough to give them another stipend. [5636.74s → 5648.81s] If the general fund of the board in the past, they, we did vote and completely matched it to continue to give them another site. [5648.81s → 5654.99s] And so a lot of times it has been said that our teachers, their pay isn't up to par, things like that. [5654.99s → 5657.93s] However, some of their actual. [5657.93s → 5658.15s] Pay. [5658.17s → 5671.73s] Support workers, stuff like that, um, our teachers, our support workers, our staff, it doesn't get put in as their complete paycheck because we depend on the taxpayers to keep voting for that. [5672.29s → 5676.17s] So, but it is part of, as a, as a thank you. [5676.17s → 5678.45s] And it's because of the taxpayers doing that. [5678.45s → 5684.27s] But we, we try, we all try, um, to do the best that we can. [5684.27s → 5686.49s] And there's only the amount of money that is there. [5686.55s → 5686.79s] Okay. [5686.79s → 5688.05s] We used to get 10 to 15. [5688.05s → 5688.23s] Me. [5688.23s → 5692.38s] It's down to half of me, but y'all didn't survive that way. [5692.38s → 5697.66s] I can tell you it just, I can't answer for everything, but I pay attention to what's going on in Bayou Vista. [5697.78s → 5702.64s] Um, when Cameron went down your taxes, my tech, we're, we're losing taxes there too. [5702.64s → 5706.18s] So that comes down to a maintenance district when we're talking about those funds. [5706.54s → 5716.42s] Um, my particular maintenance district has also gone down because throughout the entire parish, we have lost, um, residents. [5716.42s → 5718.06s] We have lost businesses. [5718.30s → 5718.94s] Everybody's. [5718.94s → 5720.56s] It's hurting just as, as bad. [5720.56s → 5724.22s] Anything that's a parish entity entity that's receiving funds. [5724.22s → 5726.44s] So, I mean, we're all in the same boat. [5726.46s → 5728.06s] It, it doesn't become easier. [5728.06s → 5732.62s] We just, as your job and my job, we try to make the best decision we can. [5732.66s → 5733.98s] And I try to do that. [5734.00s → 5737.88s] Pray at night, lay my head on the pillow and make the best decision for the parish. [5737.88s → 5738.62s] Just like you do. [5739.18s → 5739.52s] Okay. [5739.82s → 5740.20s] Thank you. [5741.82s → 5742.38s] Yes, ma'am. [5742.40s → 5743.74s] Thank you, madam chair, Mr. [5743.74s → 5746.96s] Guggen, all I'm, I'm doing my best to help you. [5747.54s → 5747.94s] Um, [5748.94s → 5760.42s] in, in the financial accounting space, there's a, there's a phrase that, that we use called do to do from, do you, do you utilize those due to do? [5760.44s → 5767.08s] Can you just in layman's terms briefly explain how that works, how that, how that accounting function works? [5767.38s → 5768.70s] I think that might shed some light. [5768.72s → 5776.42s] The money, the monies are all put, even though they're put into a coming on account, they're, they're recorded in each fund. [5776.82s → 5777.14s] Okay. [5777.56s → 5779.26s] When there's not enough money, a fund will have. [5779.68s → 5780.88s] One time I have a positive balance. [5780.92s → 5784.06s] One will have a negative balance and that creates a due to and a due from. [5784.58s → 5794.86s] So you, if you have an account like a road, say the road department doesn't have enough money for that fund, so they have a negative balance, but the cash account as a whole has money in it. [5795.32s → 5798.04s] Some of that may be three tenths of money, maybe three quarter percent money. [5798.34s → 5808.24s] So they have a positive, which would, it's really a, a due to, and it's a due from another fund that's already spent the money. [5808.78s → 5809.08s] So. [5809.26s → 5816.26s] At the end of the year, we record those duties and crumbs, uh, between the, between the funds and those are reflected in the financial statements. [5816.68s → 5828.64s] And so essentially what we're doing is we're creating an internal loan, so to speak, from one account to the other so that we can balance our cash and continue to operate. [5829.38s → 5832.88s] And that's where the hardship from would come from. [5832.90s → 5837.94s] If you try to restrict and separate, don't get me wrong. [5838.48s → 5838.88s] I'm. [5838.88s → 5847.80s] I'm on the right side of this argument that it should happen, but I understand why it would be problematic to just snap and do it immediately. [5847.80s → 5854.97s] Simply for the for the sake of appeasing the masses, we would create a greater problem for ourselves. [5855.33s → 5861.27s] And so I just want us to understand from a business perspective what that means. [5862.64s → 5863.16s] Thank you, sir. [5863.18s → 5863.52s] Yes, sir. [5864.36s → 5867.56s] Hey, we're going to miss Beverly domain. [5867.84s → 5868.74s] Imagine that. [5868.74s → 5869.16s] Sorry, [5881.18s → 5881.38s] I'm [5881.38s → 5881.44s] very, [5881.46s → 5882.30s] very damaged. [5882.30s → 5885.90s] Oh, I live at 802nd Street in Franklin, Louisiana. [5886.64s → 5910.45s] I'm here on behalf of a number of non for profits to speak on 15 B, a resolution requesting Saint Mary Parish municipalities to help fund the transportation and elderly feeding programs for Saint Mary Community Action Agency. [5911.96s → 5914.58s] Uh, we have. [5914.58s → 5944.52s] Always worked under the assumption for the last 20 years that we had to personally go to the municipalities and present our case to take care of their pay clients, and they would, uh, give us the funds, uh, so we're a little bit concerned that the parish is only asking for one council, one non for profit. [5944.52s → 5944.62s] Uh, so we're a little bit concerned that the parish is only asking for one council, one non for profit. [5944.62s → 5947.44s] To get these funds. [5948.40s → 5949.18s] And it could hurt. [5949.20s → 5952.72s] So yes, I've been listening to all this. [5952.88s → 5954.82s] Everybody's hurting the money. [5954.82s → 5955.56s] Isn't there, [5956.06s → 5960.64s] But I can tell you the people are starving out there and they need help. [5961.28s → 5970.38s] And if I if if I lost my funding from the municipalities, I wouldn't be there because the parishes had to cut me. [5971.25s → 5972.57s] And I while I'm here, [5973.05s → 5975.11s] I'm going to answer the question that was asked, [5975.11s → 5975.19s] No Charlotte blasting underground coalition's helptown across the state of yarn. [5975.19s → 5982.37s] several weeks ago when they said why didn't you said why didn't any of the [5982.37s → 5988.82s] other agencies that were cut asked to be put back in hold but when I was cut I [5988.82s → 5995.59s] revised my budget and I cut out an administrative position in order not to [5995.59s → 6002.21s] stop feeding and taking care and transporting these clients the seniors [6002.21s → 6008.61s] that need our help and they really do need our help we don't get Medicaid we [6008.61s → 6015.11s] don't get Medicare we don't get DOTD money my transportation has tripled and [6015.11s → 6024.11s] it all comes off our backs so I'm just asking why would you are hoping that [6024.11s → 6032.53s] this council will not put one and it's a great agency community action is a great [6032.53s → 6032.99s] agency [6033.01s → 6038.65s] but we're all trying to take care of the citizens of st. Mary Paris and therefore [6038.65s → 6044.65s] we all need what we get and there's one mayor sitting right here and he can tell [6044.65s → 6050.23s] you he took over when they were in the red and he told me one of these days I'm [6050.23s → 6055.09s] gonna be able to help you out Beverly but guess what we deliver meals and we [6055.09s → 6059.71s] take care of those seniors in his municipality and he doesn't give us [6059.71s → 6062.53s] anything so please fellas and ladies [6062.53s → 6071.51s] remember it's not always who is the biggest but it's all where the heart [6071.51s → 6080.62s] goes thank y'all very much thank you [6080.62s → 6084.28s] item 9 report from Mr. Sam Jones our parish president [6084.28s → 6092.02s] thank you ma'am I want to see if I can raise it up a little bit for a number of [6092.02s → 6098.86s] years there's been an attempt to take the old hospital in Franklin and reuse it for a project [6098.86s → 6105.46s] for people who are older and didn't have places to go and it finally [6105.46s → 6111.26s] came to a head a few weeks ago and I got a call from the person who had been [6111.26s → 6114.92s] working there and he said that he couldn't do it because they were five [6114.92s → 6123.04s] million dollars short I made a call we went back and forth for a day and the [6123.04s → 6128.46s] next day we got the five million dollars we're gonna renovate that hospital very [6128.46s → 6130.12s] soon. [6130.12s → 6130.62s] And. [6130.62s → 6131.12s] I just want to. [6131.12s → 6136.24s] to finish on a positive note like that and that's why i told the lady don't ever give up you know [6136.24s → 6141.76s] it's been it's been five years they've been trying to do it this was an allocation made that could [6141.76s → 6147.28s] only be made for that purpose it was especially set aside for those things all across the state [6148.00s → 6153.04s] i'm happy to say that we got that share of it it's going to accommodate anywhere from [6153.04s → 6166.54s] 68 people to 72 people so hallelujah thank you thank you sam i want to thank you for that [6166.54s → 6174.86s] because it's hard to get money now i know where it's at though i know where it's at and what you [6174.86s → 6181.04s] can and cannot use it for some things you can't the president say where did that money come from [6181.04s → 6185.84s] what agency or state or anything i'm not going to tell you because you're going to go try and [6185.84s → 6188.32s] mess it up [6189.79s → 6195.79s] kidding but uh it's it's a fund for for rehabilitation of hospitals and things like that [6197.23s → 6201.39s] it's a special fund can only be used for those things and it's been hanging out there for a long [6201.39s → 6236.78s] time but where did it come from it's state thank you [6241.74s → 6245.74s] it would be you know very very [6277.95s → 6278.59s] that's awesome [6282.35s → 6287.95s] madam clerk i'd like to call up evan to talk about the deterioration and how we are overcoming it [6288.75s → 6295.63s] with new people new new companies that are coming in we probably have how many [6295.71s → 6302.43s] jobs we have open we can't feel right now 400 so uh total jobs need just new employees new [6302.43s → 6308.03s] businesses that are here we have about vacancy about 35 to 4 000 positions that are available [6308.03s → 6313.63s] that are going to be actively hiring and in total 500 immediate yes four yeah exactly and over the [6313.63s → 6317.71s] next year or the next year well over the next year next two to three years is the three three [6317.71s → 6322.99s] thousand four thousand jobs immediately this year is closer to 700. um and we're working it we're [6322.99s → 6328.11s] working it and it's all across the parish it's not just here from amelia all the way to franklin [6328.11s → 6333.55s] and there alone but go ahead yeah um i just wanted to say to you that you know last year we finished [6333.55s → 6339.71s] last year with the the greatest we broke a record in terms of capital investment in the saint mary [6339.71s → 6344.19s] parish i mean we broke half a billion dollars in capital investment in saint mary we haven't seen [6344.19s → 6350.99s] that i mean based on my research in at least 20 years we're seeing this year we have three [6351.63s → 6352.99s] expansions of current business [6352.99s → 6356.75s] is that we're going to be announcing in the next couple of days that are not only going to have [6356.75s → 6361.79s] substantial capital investment facilities they're all creating jobs these are well-paying jobs [6361.79s → 6367.63s] so what we're going to be seeing now is like just organically wages rising in saint harry parish [6367.63s → 6372.35s] ideally this will spur more housing development the parish president and i have really made this [6372.35s → 6377.07s] kind of a top priority of seeing more housing development in saint mary newer housing started [6377.07s → 6382.43s] talking with landowners we started speaking with housing developers and architects we have a rough [6382.43s → 6382.91s] idea [6382.99s → 6388.27s] of a planned development that i'm hoping to bring um you know share details with the council and [6388.27s → 6392.91s] the public over the next couple of weeks but the biggest key with economic development that i've [6392.91s → 6397.31s] come to find is we can recruit as many businesses here as we want but we're only going to see a [6397.31s → 6403.07s] marginal impact on the local economy from that if those workers are taking their incomes and [6403.07s → 6407.15s] they're spending it in other places whether they're living in other places so when you [6407.15s → 6412.59s] see an economic impact yeah like we're seeing that the assumption is those employees are all living [6412.99s → 6417.87s] in general market area in saint mary because of where we're located we have to deal with this [6418.43s → 6423.39s] your reality of we're you know 30 minutes to an hour from lafayette uh on one end and [6423.39s → 6427.95s] we're 30 minutes to an hour on the other in new orleans i mean the average commute time [6427.95s → 6432.59s] for a worker in stぎ parish is about an hour so people are willing to drive an hour [6432.59s → 6438.51s] to work in saint mary parish and drive home well the reality is if we can figure out a way [6438.51s → 6442.89s] to have not only like housing newer housing the quality of life amenities invested in the park [6442.99s → 6447.31s] well then those people can come here that tax facing increases and it just happens organically [6447.31s → 6452.99s] without having to raise taxes um but you know i will say that you know there's a lot of there's [6452.99s → 6458.27s] a lot to be positive about in saint mary and i guess what frustrates me more than anything is [6459.29s → 6464.57s] seeing on social media just the constant negative criticism i mean that not only doesn't make just [6464.57s → 6468.89s] my job that much harder but i mean the thing is we have a lot to be proud of in saint mary parish [6468.89s → 6475.85s] i mean we were really riding a ship that you know i think um school remember anselm said that when [6475.85s → 6480.49s] she graduated and left and didn't want to come back i mean i was i was in the same exact position [6480.49s → 6486.01s] when i graduated from high school i had no desire to come back to saint mary parish but when i came [6486.01s → 6491.45s] back the whole reason was because i knew saint mary could be so much better than like what i [6491.45s → 6495.29s] knew experienced and so much better than what a lot of people experience we are heading in that [6495.29s → 6498.89s] right direction but what it really takes is just a lot more collaboration a lot [6498.89s → 6502.73s] more positive thinking a lot more just like commitment to making those investments those [6502.73s → 6508.25s] hard choices that we will have to make um for infrastructure for just quality of life amenities [6508.25s → 6512.81s] like those things have to happen if we want to see people live here i mean 2025 was a record [6512.81s → 6518.17s] year for saint mary parish and i mean it was took a lot of hard work to get there but we're heading [6518.17s → 6528.08s] in that right direction yeah one question do we have what's the status of if you can say [6528.72s → 6533.50s] kumo tire that that are still alive just have a heartbeat is it [6534.06s → 6534.30s] done [6534.46s → 6537.90s] can you say so i was hoping that no one would ever ask me about this ever again [6538.86s → 6541.66s] a lot of people ask about that so you know yeah this happens to be [6542.38s → 6549.26s] so in my area this is the room of hot seats right i will say that so the pro that project i think [6549.26s → 6555.82s] when we announced it it was very premature um personally i think that at the time the factors [6555.82s → 6564.59s] at play indicated that the project was going to happen sooner than what was you know i guess real [6565.23s → 6569.79s] um as far as you know conversations go the project it's still a prospect [6571.21s → 6577.05s] i definitely would not hold my breath on when that would happen um at this point it's more just [6577.05s → 6580.33s] waiting and seeing i mean i'm not holding my breath you know waiting for cuomo to come in [6580.33s → 6585.29s] tomorrow um we have a lot more projects that are in the pipeline that are a lot closer to [6585.29s → 6591.13s] coming to reality than that one um and honestly a lot much much larger projects than the cuomo [6591.13s → 6595.29s] project would have been um so yeah i mean at this point it's kind of just [6596.22s → 6600.56s] It's on life support, but that's the best-case scenario right now. [6601.06s → 6601.80s] One more question. [6601.80s → 6607.22s] So I know it's going to take housing for us to really realize the impact of the job [6607.22s → 6611.62s] because, like you said, people come to work, and then they buy their groceries [6611.62s → 6614.78s] and their cars and their gas and everything, other places, right? [6614.94s → 6616.22s] Their property taxes, other places. [6616.94s → 6618.36s] How is the response? [6618.50s → 6625.05s] Because we have a small number, I would say, of landowners that own quite a bit of the land here. [6625.05s → 6629.33s] What's the response been as far as open-minded thinking to say, hey, we want to? [6629.61s → 6630.45s] Oh, absolutely. [6630.63s → 6632.51s] Surprisingly optimistic, I will say that. [6632.61s → 6637.35s] I mean, I think really what it took was a catalyst to have those conversations. [6637.61s → 6643.15s] I mean, when Ceronic came in with the number of jobs that they are looking to actually create [6643.15s → 6647.95s] and really the emphasis that Ceronic had on wanting their workforce to be local [6647.95s → 6652.01s] and they wanted to create it organically without necessarily stealing employees from other employers, [6652.61s → 6654.73s] that really was the catalyst to say, okay, [6654.73s → 6655.03s] first of all, we want to create a local workforce. [6655.05s → 6658.73s] For housing developers, they're like, well, you know, we're going to come in where the money's at. [6658.81s → 6662.13s] If there's the demand there, you know, we'll fill that supply. [6662.65s → 6667.01s] Well, we didn't really have that demand until we had that Ceronic project. [6667.21s → 6668.47s] And then we're seeing other projects. [6668.59s → 6670.65s] I mean, you know, with the Metal Shark recent acquisition, [6671.19s → 6676.21s] that project has the potential to be another multimillion-dollar, $100 million project. [6677.47s → 6681.13s] That one, while they acquired Metal Shark, the plans for expansion, [6681.13s → 6685.03s] I actually talked to the CEO of the company today, the plans for the expansion, [6685.05s → 6689.83s] we are definitely in competition with neighboring parishes, [6690.13s → 6692.05s] but I will say in conversations with him, [6692.11s → 6699.13s] we are definitely on the high end of that site selection location. [6700.13s → 6703.97s] As far as the housing is, these are optimistic conversations. [6705.32s → 6710.42s] I think the biggest, not to really dredge up what's already been said, [6710.42s → 6714.58s] but the biggest question is going to be utility infrastructure, water, sewer, power. [6714.74s → 6715.34s] Like, that's going to be. [6715.46s → 6719.34s] That's going to be a huge, critical need for these plan developments. [6720.30s → 6723.88s] That will take a substantial amount of investment, but I do think there are ways [6723.88s → 6726.70s] that we can get creative, whether it be through TIP districts or, you know, [6726.70s → 6730.46s] you know, special development districts, assigning these areas for these plan developments. [6730.46s → 6734.56s] I do think there's something where we can have these dollars dedicated for those areas, [6734.56s → 6736.96s] but only to be reinvested back into those areas. [6737.52s → 6739.70s] I'm optimistic about it. [6739.78s → 6743.02s] I do think it's just going to take a lot of work to get to that endpoint, [6743.40s → 6745.42s] but every conversation we've had has been, [6745.46s → 6746.30s] you know, very positive. [6746.30s → 6754.88s] Kevin, I'm glad you made the decision to come back home because I've had all the time I've had the opportunity to work with you. [6754.88s → 6758.50s] You're an outside-the-box thinker, very thorough, you're a go-getter, man, [6758.50s → 6762.50s] and we're really, really privileged to have you here, so we're glad that you came back home and made that decision. [6762.50s → 6764.50s] So I want to give you your flowers, man, while you're here. [6764.50s → 6768.00s] A lot of times people wait until it's over, but I think you're doing an outstanding job, man. [6768.00s → 6769.50s] I'm really proud of the job that you're doing, man. [6769.50s → 6770.80s] Yeah, I appreciate that, Councilman. [6770.80s → 6774.46s] I will say this is definitely by far the, you know, even compared to, like, working in Washington, [6774.46s → 6777.62s] this job is substantially harder than any job that you've ever had before. [6778.12s → 6782.62s] But I will say it's those moments whenever, at the end of the day, [6782.62s → 6785.62s] whenever you realize that you've helped, you know, the community, [6785.62s → 6788.62s] and the community that, like, you know, helped mold me into who I am today, [6788.62s → 6790.62s] it definitely pays off. [6790.62s → 6793.62s] So I definitely will say I have no regrets about coming back to St. Mary. [6793.62s → 6797.29s] In fact, I'm very proud to have come back. [6797.29s → 6801.29s] Everybody looking for homes? I have nine on my street in Bayou Vista. [6801.29s → 6804.29s] So we got housing. [6804.29s → 6806.79s] I know my dad's house is, I think, one of them. [6806.79s → 6808.79s] We have a hotel that needs to be built. [6808.79s → 6811.29s] It needs to be torn down and put some apartments there. [6811.29s → 6811.79s] Yes. [6811.79s → 6812.29s] Hello. [6812.29s → 6812.79s] Absolutely. [6812.79s → 6814.79s] You know, so, you know. [6814.79s → 6816.29s] Reverend Matthews? [6816.29s → 6818.79s] Thank you, Madam Chair. [6818.79s → 6824.29s] Evan, I just want to tell you thank you for bringing even a glimmer of hope [6824.29s → 6827.79s] into this conversation tonight. [6827.79s → 6837.29s] And it's exactly the type of report or update that we need to hear, if for no other reason, [6837.29s → 6844.29s] so that we can maintain some level of confidence, not among ourselves, [6844.29s → 6851.29s] but among our electorate, our constituency, that everything is not doom and gloom here, [6851.29s → 6855.29s] that while we do have some issues and some challenges we have to overcome, [6855.29s → 6857.29s] we have tremendous opportunity. [6857.29s → 6862.29s] And our resources, our natural resources in St. Mary Powers are valuable. [6862.29s → 6866.29s] And we just have to market them in the right way. [6866.29s → 6871.29s] And work collectively, more collectively, to capitalize on what we already have. [6871.29s → 6875.29s] And I think that's what our citizens need to hear more of. [6875.29s → 6881.36s] Certainly, we give them enough reason to doubt with just some of the debates [6881.36s → 6884.36s] and disagreements we have in this room. [6884.36s → 6886.36s] But at the end of the day, we all want the same things. [6886.36s → 6887.36s] Absolutely. [6887.36s → 6889.36s] We want St. Mary Powers to shine. [6889.36s → 6895.36s] We want our grandchildren and children to stay here like we did. [6895.36s → 6895.86s] Yes. [6895.86s → 6896.36s] You know? [6896.36s → 6897.36s] And have reason to do so. [6897.36s → 6898.36s] Absolutely. [6898.36s → 6900.36s] So thank you for being here tonight. [6900.36s → 6901.36s] No problem. [6901.36s → 6905.36s] I would like to revisit the conversation that you and I started a couple weeks ago. [6905.36s → 6906.36s] We can do that offline. [6906.36s → 6907.36s] Yes. [6907.36s → 6909.36s] About that other prospective project. [6909.36s → 6909.86s] Perfect. [6909.86s → 6910.36s] Thank you. [6910.36s → 6911.36s] Thank you. [6911.36s → 6916.36s] Madam, I want to say, on Kumo Tires, I wouldn't give up on them yet. [6916.36s → 6922.36s] They have been in the process of taking down their place in Texas. [6922.36s → 6925.86s] But then the tariffs came, and the tariffs have messed up things. [6925.86s → 6926.86s] There. [6926.86s → 6927.86s] But I wouldn't give up on them just yet. [6927.86s → 6928.86s] Moving on to Item 10, Report from Personnel. [6928.86s → 6929.86s] Paul Gouvenal, a CAO. [6929.86s → 6935.94s] Thank you, Madam Chair. [6935.94s → 6936.94s] Thank you, Evan, for leading this into a positive way. [6936.94s → 6937.94s] I appreciate that. [6937.94s → 6938.94s] You all received my report. [6938.94s → 6939.94s] There's a lot of informational stuff on here. [6939.94s → 6940.94s] You know, the main thing is, you know, we're paying for prisoners all over the parish. [6940.94s → 6941.94s] I mean, all over the state. [6941.94s → 6942.94s] And, you know, those bills come in every month. [6942.94s → 6943.94s] So we wanted to show you that. [6943.94s → 6944.94s] And then the other things are, I'm just going to give you a little bit of information. [6944.94s → 6946.49s] You know, we're paying for prisoners all over the parish. [6946.49s → 6947.49s] I mean, all over the state. [6947.49s → 6948.49s] And, you know, those bills come in every month. [6948.49s → 6949.49s] So we wanted to show you that. [6949.49s → 6956.49s] And then the other things are, just a little explanation about some of the resolutions, [6956.49s → 6961.49s] about some of the airport projects that are going on. [6961.49s → 6969.49s] So a little more detail than what's on the agenda. [6969.49s → 6973.49s] And if anybody has any questions about my report, I'd be happy to entertain them at [6973.49s → 6976.25s] this point. [6976.25s → 6977.25s] What? [6977.25s → 6978.25s] Mr. Einem? [6978.25s → 6979.25s] One question. [6979.25s → 6981.25s] Mr. Paul, what is the status of the studies that we've been collecting? [6981.25s → 6986.64s] uh because i get a lot of calls from people that are out in the cold in the hot in the [6987.36s → 6992.40s] whatever about where we at so we can see what i where are we at with that the compensation study [6992.40s → 6998.80s] got got halted because of funding you know we have been working with the grantor we just recently [6998.80s → 7004.00s] late last week got confirmation that it was going to be funded so i couldn't proceed with that [7004.00s → 7008.88s] project not knowing it might not get funded although we thought we had confirmation when [7008.88s → 7013.28s] we started the project but now then they came back and said no you have to jump through these [7013.28s → 7019.20s] hoops before we're going to finalize it so we just got confirmation that it is going to be funded [7019.20s → 7024.24s] so we've started up the process again and and the new timeline we got a new timeline yesterday [7024.24s → 7029.28s] saying that it would be completely finished by may so it did get pushed back but because [7029.28s → 7036.06s] you know there was a an issue with the grand tour no more issues no they told us they told us that [7036.06s → 7039.34s] all three are funded now so we can go you know we can put the other one [7039.42s → 7047.55s] ones out for bid the other two and finish the one that we have stored yes sir from matthews [7047.55s → 7053.71s] thank you madam chair mr paul there have been some ongoing conversations with fire district 11. [7054.35s → 7062.11s] uh dr rank and i have been talking with that group and the the um letter of funding i guess [7062.11s → 7070.43s] would be the best way to describe it that needs to be sent to the state uh where are we with that [7070.43s → 7070.93s] gary [7070.99s → 7074.99s] actually my purchasing agent who handles the bids and everything i actually spoke with the state [7074.99s → 7080.03s] today um and we're trying to actually get what they want from us we've sent them a copy of the [7080.03s → 7086.75s] budget that shows that it's in our budget um so we're just kind of at their mercy to say because [7086.75s → 7090.91s] they just want that letter so we can go out for bid and see and we're complying as fast [7090.91s → 7095.47s] as we you know we are kind of at their mercy to say tell me what you want you know do you want [7095.47s → 7100.59s] to know it is in the budget i can show you that it's in the budget um to move forward and and [7100.99s → 7107.07s] they're going to say hey this is okay so we are the fella at the state is not the easiest to deal [7107.07s → 7114.51s] with but that mr kai i wasn't going to say his name but well i'm sorry transparency right miss [7114.51s → 7122.75s] andre transparency that's him kai so so chief clark sent us uh dr rick i think you were copied [7122.75s → 7130.19s] on that email a sample letter um apparently of what they did what he described to the chief [7130.99s → 7137.39s] needs to be in the content of that the body of that letter so i mean i'd be happy to forward it [7137.39s → 7142.99s] to you because he he kind of laid it out specifically according to what they told him [7142.99s → 7148.99s] or what kai told him needed to be in that that draft so if that'll kind of help absolutely [7148.99s → 7154.43s] definitely we couldn't get it from kai so if okay clark has it send it to me i sure will and god [7154.43s → 7158.75s] bless him because he's been patient and he's been relentless and he's been working he's one of the [7161.07s → 7168.67s] um and and he's passionate yeah so so and i think they in the letter in the draft that also [7168.67s → 7176.99s] indicates some other uh funding measures that the district is willing to take to help offset [7176.99s → 7182.75s] some of the match so it looks like there's a little bit over two point maybe 2.1 [7182.75s → 7189.79s] 2.2 million when the pro the projected amount is well under 1.8 or 1.9 [7190.99s → 7196.27s] 2.21 million so that's some sort of achievement that's what i think so that's kind of what we need [7196.27s → 7202.51s] so um we'll see what happens in the near future so i think we should be in the clear yeah please [7202.51s → 7212.58s] send it to me okay okay guys we we discussing and we're asking paul certain questions that's not on [7212.58s → 7218.74s] our agenda we have to stick to our agenda as far as asking questions legal said that that's part of [7218.74s → 7221.06s] the agenda roberts robert rule of order a saying so we just want to be mindful of the open meetings law and make sure that everything we talk about has been properly noticed to the public that's all it is [7222.18s → 7228.10s] and i am available well you know anytime during the day here at work and even well no hold on mr [7228.10s → 7234.34s] paul because i need some clarity on that because this is the part of our meeting where the the [7234.34s → 7242.50s] administration provides us with reports and updates on projects that are currently underway [7242.50s → 7248.64s] in our parish and if we don't get it from from him in this meeting how how else can we achieve that [7248.64s → 7254.32s] how else can our questions be answered you would have to uh you would have to ask me to put a line [7254.32s → 7259.84s] item on the agenda to discuss it because specifically he's presenting his report to [7259.84s → 7264.24s] you so whatever he has in that report he is the only thing we can question him about he should [7264.24s → 7270.40s] be mindful of saying um do you have any questions in reference to my report any other items that's [7270.40s → 7277.33s] not on the agenda i need to see that right i am available for emails or calls outside of the [7277.33s → 7278.69s] meeting so i need [7278.77s → 7283.41s] to see that in writing okay it's in the ordinance it's in our ordinance it's in our ordinance for [7283.41s → 7289.41s] the uh for the items for the agenda we need to revisit that ordinance i don't like that [7293.42s → 7298.62s] and let me just say this madam chair the reason why we engage in this kind of dialogue [7299.18s → 7306.38s] is not to put him on the spot but so that the viewers that are watching these meetings [7306.38s → 7311.90s] can be well informed these are administrative functions that are ongoing [7312.38s → 7317.10s] part of the day-to-day operation and if we can't ask him questions about that [7317.10s → 7322.14s] we need to revise that ordinance that we shot ourselves in the forehead if that's what that means [7323.82s → 7329.58s] we're not taking action on nothing we're just asking questions we're asking for updates on [7329.58s → 7335.92s] day-to-day operations when did that become illegal yeah yeah don't shoot the messenger [7335.92s → 7343.52s] i'm just gonna i'm gonna shoot somebody we'll have to look at it so okay we're going to go moving on [7343.92s → 7350.80s] we've we've done mr paul with your report yes okay all righty um i just i could have left 30 [7350.80s → 7360.19s] minutes ago that's the case i'm going to take rodney stop coming to the meeting this man we'll [7360.19s → 7369.41s] have to do them one by one i think everything in order uh no ma'am that's the loaded question [7369.41s → 7370.45s] it's the theme tonight [7375.04s → 7377.20s] okay um i have a few items to go over [7378.54s → 7386.72s] with item a the land owner requests that the council table this item we need a motion to do [7386.72s → 7399.71s] that yep also move motion by mr adams second by dr rink need a table until a certain he's [7399.71s → 7402.19s] you're going to let me know when he goes i will let you know that's right thank you [7404.27s → 7412.66s] okay all in favor all right any opposed motion carries what about bc and b i have no issues with [7415.71s → 7421.39s] that one separate too would you you might want to take b separate okay i'll make a motion to accept [7421.39s → 7429.89s] uh 10b motion by dr ring a second second by mr hill any discussion all in favor [7430.69s → 7440.61s] any opposed motion carries item c okay item c the planning and zoning department did receive [7440.61s → 7446.37s] a complaint about the chickens so therefore it triggered us into motion to send them letters [7446.53s → 7453.17s] to let them know that chickens are not allowed in that district it's a end to they're only allowed [7453.17s → 7461.55s] in agriculture and conservation however they can ask for a specific use which they did and it was [7461.55s → 7468.91s] approved the person who did call with the initial complaint did not show up in opposition to the [7468.91s → 7478.37s] meeting so where does it stand it was approved did anybody anybody go to the meeting of them stands [7478.93s → 7487.23s] or petition not without permission i didn't hear it by mr abe second by mr hill [7488.03s → 7496.61s] any discussion and my thing is with this was the roosters i've got complaints in valladista [7496.61s → 7504.40s] there's chickens and roosters everywhere and um somebody had you know asked about just having that [7504.40s → 7510.48s] having chickens and then it was the roosters the roosters crow 24 7. so it's like [7511.49s → 7518.86s] you know i talked to miss mandy about um about this zoning or whatever and then did you have [7518.86s → 7524.99s] did you have any opposition on it for the rooster roosters no no chickens or whatever [7524.99s → 7531.55s] no man you're telling me that the roost is falling in in the poultry it is because of that uh it could [7531.55s → 7539.87s] be eaten it's meat yeah so it's not you know it doesn't lay eggs but uh so um fertilize the eggs [7539.87s → 7546.20s] so it's like you know I just I'm just kind of opposed I don't mind chickens [7546.20s → 7551.28s] but it's the rooster I had a rooster next door to me you know a couple years [7551.28s → 7556.22s] ago and we had an ordinance ordinance in and they had to remove the rooster so [7556.22s → 7563.78s] now they allowed to rezone so it's like you know did you research early enough [7563.78s → 7566.72s] when did you research any other municipality would they have I know [7566.72s → 7570.72s] Morgan City has chickens but I don't think they have roosters I know I have not [7570.72s → 7575.96s] Morgan City doesn't allow roosters they have I know they got chickens I know what [7575.96s → 7580.05s] we need to get done to I know you're not good before it but we'll be done to make [7580.05s → 7587.75s] it allowable for our residents to have these chickens in the yard that's one [7587.75s → 7592.45s] that's one of the items that is on my review that I had that I've marked to [7592.45s → 7596.85s] make that correction and we really need to kind of get sort of a little [7596.85s → 7601.61s] committee together to review those to then present to the council because I [7601.61s → 7608.96s] got a lot of notes in there so we could then put it together in the council for [7608.96s → 7613.10s] final approval of changing that stuff maybe when we do the cat and the animal [7613.10s → 7622.15s] ordinance we need to add the chickens in with that do separate didn't we create [7622.15s → 7627.62s] something similar for pit bulls yes you can have them but under these [7627.62s → 7627.82s] conditions [7628.00s → 7635.67s] so what y'all want to do are we moving forward with this with chicken and rooster [7635.67s → 7643.17s] we have a motion so we have a motion any more any more discussion [7643.17s → 7648.67s] Madam Chair can we eliminate the rooster in this all we can we're gonna go as it [7648.67s → 7654.57s] since it was up I may need your help on this but since it was voted on chicken [7654.57s → 7659.01s] and rooster I don't think at this level we can change voted and approved by the [7659.01s → 7659.61s] zoning committee [7659.67s → 7664.05s] as a whole and so now it's coming to the council to approve as that whole as [7664.05s → 7669.18s] the zoning is presenting it yeah so we can't amend it or if we amend it we have [7669.18s → 7673.26s] to kick it back to planning and zoning in it it becomes something different for [7673.26s → 7677.32s] planning and zoning to approve or disapprove I believe it would have to [7677.32s → 7685.06s] fail and then they would have to wait a certain amount of time to reapply I'm [7685.06s → 7691.06s] just kidding i don't know why you want to be hating on roosters i hate to approve it and then [7691.06s → 7695.78s] we get an artist and then the roots is going to go out the way if these already have that that's [7695.78s → 7699.94s] the only thing yeah what's going to happen with the implication of that if we create an ordinance [7699.94s → 7705.30s] that bans roosters but allows chickens what about these people that have these special variances at [7705.30s → 7710.18s] that point that's why special variants don't do any good to have a chicken if you don't have a [7710.18s → 7716.19s] rooster to fertilize the eggs so i mean if they're raising if you want to raise chickens you got to [7716.19s → 7722.43s] have a rooster the price of the eggs is going down is that one of the problems that's why chickens [7722.43s → 7731.23s] are real tasty i mean i like chicken shoot i don't want to do an individual vote on this [7734.78s → 7737.74s] okay um say all in favor [7740.30s → 7747.18s] i'm staying that's a no vote no it's not it's a sustainable it's a no [7747.82s → 7758.80s] no no that's it yeah okay it passes um okay item d [7762.00s → 7770.14s] a resident of the area did attend our planning and zoning meeting with opposition and also i have a [7770.14s → 7778.82s] petition of about 37 signatures in opposition i'm sorry i have a copy of it in opposition [7778.82s → 7781.86s] to what in opposition to the specific use for a church oh [7783.04s → 7789.52s] and what what are they wanting to do they just want to build a church so it's done by specific [7789.52s → 7796.08s] use so they asked for the specific use in order to build their church and um i have a petition is [7796.08s → 7802.06s] it in the neighborhood or what is it in it it is in a neighborhood it's mostly residential and i [7802.06s → 7806.54s] think that's what about parking would they have enough ample parking if they build it they would [7806.54s → 7812.78s] have enough parking because they have two lots and i think they're even going for three what what was [7813.10s → 7819.66s] the reason for the opposition the 37 signatures i mean i know you told me they didn't want it in [7819.66s → 7824.46s] that area mostly because it's just a residential area and they wanted to keep it strictly [7824.46s → 7831.02s] residential but planning and zoning approved in anyhow even though they had the 37 signatures [7831.02s → 7841.70s] they did we had one no euphoria purposes churches have their own wherever church is they are in [7841.70s → 7847.02s] residential they're in specific they are by specific use [7847.26s → 7861.66s] of typically right they are done by specific use are there any bars anything like that that [7861.66s → 7868.72s] this would then affect there are no bars okay well i've been a block of a school isn't it [7869.46s → 7874.42s] about a block and a half from a school and i know i got a few phone calls about you know [7880.10s → 7892.30s] it they weren't attending it so they didn't want it in their neighborhood for discussion you ready [7892.30s → 7893.74s] to vote on it a motion [7893.90s → 7901.04s] second yeah i need to entertain a motion well now what's the emotion for [7902.72s → 7907.76s] approval to approve of him to the next meeting yeah there was a i would like to table it to make [7907.76s → 7912.08s] some calls and i think i didn't receive any calls and i don't know anything about it but [7912.08s → 7917.12s] i'd like to find out before we vote yes or no on it i think several of us up here [7918.80s → 7925.20s] so didn't call me i would like to make an emotional retirement to the next meeting have a motion by um [7926.72s → 7933.81s] Adams session I [8147.11s → 8153.12s] have a question I've been asked several times that when this vote goes is the [8153.12s → 8157.06s] yes vote gonna mean for a new chalk I mean the changes or is the no vote [8157.06s → 8157.26s] question [8157.28s → 8161.10s] going to be that can you check what that was you do a beauty to make the [8161.10s → 8164.74s] changes so we need to make sure that's because I know sometimes a confusion [8164.74s → 8169.72s] with the state when they do some of these amendments but have to do our [8169.72s → 8190.62s] homework like require the public yes ma'am thank you madam chair is there [8190.62s → 8197.46s] anything in the statute that would prevent this body from proposing [8197.46s → 8199.58s] additional items for that same day [8199.58s → 8208.68s] ballot additional charter changes for that same ballot not necessarily to come [8208.68s → 8214.47s] to conflict what the Commission has already put forward but in addition to [8214.47s → 8220.47s] or perhaps as an alternative well we'll double check with our bond attorney to [8220.47s → 8224.19s] make sure that the timing for the ballot is that we're still in a good window but [8224.19s → 8228.09s] there is a provision in our charter currently that the council can produce [8228.09s → 8232.41s] something to go on the ballot yes sir right on that same ballot yes okay [8232.41s → 8236.43s] given that I don't know the specifics of the timeline but yes given that we're [8236.43s → 8240.39s] not I would love to know the answer to that yeah yeah before we out of the [8240.39s → 8253.16s] window thank you would that apply even if it's in conflict with Commission's [8253.16s → 8258.52s] recommendation but yeah the Charter doesn't address whether it's conflicting [8258.52s → 8258.82s] or [8259.40s → 8263.54s] congruent with what is already placed on the ballot by a commission I can double [8263.54s → 8266.90s] check state statute but as far as I'm aware right now the council has the [8266.90s → 8278.90s] authority to put something together to go to the ballot this is on item 14 a [8278.90s → 8287.61s] mr. [8577.80s → 8594.41s] it passes 15 15 e will be removed uh because it was um it was written up wrong so 15 e will be [8594.41s → 8599.05s] removed tonight because it was it was written up wrong so i'm going to ask you all to expand [8599.05s → 8605.93s] the agenda for another airport uh resolution and i'll read that for you later okay all right we [8605.93s → 8613.53s] have f is a resolution what happened to dean oh i'm so sorry d resolution requesting saint mary [8613.53s → 8617.93s] parish municipalities to help fund the transportation and elderly feeding programs [8617.93s → 8625.90s] for saint mary community action agency reverend matthews uh yes ma'am i wanted to ask a question [8625.90s → 8635.71s] do i need to offer a motion first okay i'll move uh reverend matthew second by mr hebert [8635.71s → 8639.31s] and then we'll go into discussion yes ma'am um madam chair [8640.19s → 8651.07s] um it would it be problematic to uh amend the resolution to include um other non-profits [8651.95s → 8659.16s] that that that request those non-government what's the word i'm looking for non-governmental [8659.16s → 8666.44s] entities that request that type of funding for us and let that resolution to the municipalities [8667.00s → 8670.92s] uh reflect all of those entities as opposed to just one as [8671.08s → 8676.62s] beverly pointed out would we need to retract this and start all over again [8676.62s → 8684.22s] or could we simply amend the verbiage in this current resolution as long as your request is [8684.22s → 8692.27s] the same i think you can amend it as is um so instead of requesting it from saint mary [8692.27s → 8697.87s] parish municipalities it would be a resolution requesting saint mary parish municipalities and [8699.53s → 8704.73s] well no it would be to the municipalities uh asking them to support [8705.53s → 8710.49s] all of the non-governmental entities that we support i'm sorry i mixed it up [8711.80s → 8716.52s] something to that effect i mean we can work on the verbiage to get it right but [8717.44s → 8724.28s] okay as opposed to singling out just that one because basically all this is is encouraging them [8724.92s → 8731.80s] to try to support to try to financially support those public services i think that'd be appropriate [8731.80s → 8736.04s] forever matthews yes sir can he just state it as uh as amended with what he's been saying as amended [8736.20s → 8744.52s] he just he spoke well well yeah we'll do uh um yes yes an amended motion we'll vote to amend [8745.08s → 8750.92s] and then vote on it as amended just for clarification we're just going from one [8750.92s → 8757.61s] to all basically that's the change right instead of asking one asking for all asking instead of [8757.61s → 8766.41s] asking the municipalities to support one entity one non-governmental entity um that we have funded [8767.29s → 8773.34s] are in our budget to fund that they would support all of them and we could list them if you want to [8773.98s → 8782.41s] because we know what we know who they are i think that'd be good yeah we can list them in the in [8782.41s → 8792.22s] somewhere in the one of the articles but but the the change would essentially be to reference all [8792.22s → 8801.39s] of them so that they understand that our support and recommendation is that they would financially [8801.39s → 8806.27s] support in some way well i mean it's going to be up to them how they do it anyway but that in some [8806.27s → 8812.75s] way they would support all of these entities now if they choose to fund one versus four that's [8812.75s → 8822.94s] their business but the request or the encouragement from from us would be to support all and i [8822.94s → 8826.38s] apologize that i didn't bring that up and i [8826.38s → 8832.86s] conversation before it certainly wasn't to slight or neglect any of the other entities but [8833.66s → 8840.46s] yes community action has been up here repeatedly making this request and so i think our [8840.46s → 8849.34s] conversation just kind of geared to that one um it was it was it was not intentional to slight [8849.34s → 8858.11s] anyone so i want to be clear about that because i support all of these entities so reverend matthews [8858.11s → 8858.75s] would you like to [8858.75s → 8865.02s] to offer that amendment i certainly would ma'am okay thank you sir i have a motion by reverend [8865.02s → 8873.12s] matthews do i have a second on the amendment okay we're going to vote on the amended uh [8875.29s → 8885.13s] amended whether to amend it that's correct okay mr rolfe yes ma'am mr haber yes ma'am [8885.13s → 8893.93s] mr davis yes ma'am mr duhorn yes ma'am mr adams yes ma'am dr rink yes ma'am mrs hidalgo reverend [8893.93s → 8901.61s] matthews ma'am mr aina mr olander yes ma'am and mr hill yes ma'am we have 11 days and the amendment [8901.61s → 8908.43s] passed the uh the amended motion passes thank you and thank you for your help uh madam council for [8910.19s → 8914.75s] drafting that thank you for your assistance thank you anytime now we're going to vote on the [8914.75s → 8922.43s] original motion as amended as amended the original motion as amended yeah see how convoluted this gets [8923.15s → 8924.11s] that's how we always done it [8924.51s → 8934.09s] come on okay everyone's ready mr haber yes ma'am mr davis yes ma'am mr mr duhorn yes ma'am [8934.65s → 8941.53s] mr adams yes ma'am dr rink yes ma'am mrs hidalgo yes ma'am reverend matthews yes ma'am mr aina yes [8941.53s → 8948.49s] ma'am mr olander yes ma'am mr hill yes ma'am and mr rolfe yes ma'am 11 years and it passes thank you [8951.34s → 8955.93s] yes we do and y'all need to stop talking because i can't hear anything [8958.67s → 8961.95s] clerk of council so when y'all speak i cannot hear [8963.79s → 8971.72s] okay moving on yes ma'am thank you f is a resolution approving and authorizing the [8971.72s → 8976.92s] parish president to execute amendment number two task order number three relative to the north apron [8976.92s → 8982.44s] rehab design at the harry p williams memorial airport g is a resolution approving and [8982.44s → 8987.64s] authorizing the parish president to execute amendment number four to task order number one [8987.64s → 8990.84s] of the msa with aptum dated march 23rd [8991.00s → 8997.24s] 2022 relative to the runway and taxiway overlay design project at the harry p williams memorial [8997.24s → 9005.56s] airport all together i'll make the motion for all three okay and h is a resolution ordering [9013.48s → 9027.88s] okay we'll read that one separate so we have uh two resolutions on the floor f and g i'll make a [9027.88s → 9035.88s] motion for f and g thank you dr rink motion by dr rink second by mr rowe any discussion roll call [9035.88s → 9039.00s] thank you this is on items f and g [9039.08s → 9052.99s] ms davis yes ma'am mr duhon yes ma'am mr adams yes ma'am dr rink yes mrs hidalgo yes ma'am reverend [9052.99s → 9061.79s] matthews yes ma'am mr i know yes ma'am mr olander yes ma'am mr hill yes ma'am mr rolfe and mr abeer [9061.79s → 9067.34s] yes ma'am we have 11 days and the resolutions carry thank you next we have age saint mary parish home rule charter making application to the [9077.42s → 9084.19s] state bond commission and providing for other matters and connection therewith i'm chalvin [9084.19s → 9098.57s] x if we could table this in what reason yeah before we go into this if we if we maybe paul [9098.57s → 9104.41s] would you want to elaborate yeah we're we're exploring the election costs clarifying the [9104.41s → 9108.65s] election costs yeah clarifying what the cost of election is going to be so before we pass [9108.65s → 9114.73s] the resolution um you know we'd like to see if we could put it on a ballot that would be less cost [9114.73s → 9120.89s] to the parish i thought we had an ordinance that we had to that was my exact point i do want to [9120.89s → 9125.93s] emphasize for the council that the ordinance that is being adopted is though essentially [9125.93s → 9131.45s] legislation by the council putting this matter on the ballot as you're required to by law [9131.45s → 9137.69s] you're required no matter the cost to put it on the first available ballot um i do believe that [9138.89s → 9146.49s] mr paul and maybe have been in communication with our uh outside council as as far as ballots [9146.49s → 9152.01s] and all this is concerned and i did ask them to confirm whether or not tabling the resolution [9152.01s → 9159.64s] would affect the the physical aspect of putting this matter on the ballot and uh i've been assured [9159.64s → 9173.20s] that it will not affect it that's correct to expand on that so we have like we okay we have [9173.20s → 9177.28s] a motion on the floor to table it by mr abeer do you want to table it to a [9177.36s → 9184.72s] time and certain or to a certain meeting um let's put a time uncertain until he gets those costs [9184.72s → 9191.12s] back then we know exactly uh when approval sir thank you when you get the cost how long does it [9191.12s → 9196.08s] take um i don't think it's going to take that long but we still have time to put it on june [9196.08s → 9200.64s] i mean we have till sometime in march but we're trying to get with the secretary of state [9201.20s → 9208.38s] and to see what the future ones are going to cost i just want to emphasize again that regardless of [9209.02s → 9213.66s] the cost the council is under obligation under state statute to put that on the first available [9213.66s → 9223.55s] regardless of cost final council so just for clarification so we we're required to put it on [9223.55s → 9231.39s] when would the next ballot be june right early june 27th we're required to put it on june or [9231.39s → 9235.39s] the march file so if we don't or whatever the next ballot is let's if we don't do what's the [9235.39s → 9240.99s] first file what's the breaking the law and opening yourself up to liability and litigation that part [9242.35s → 9253.63s] whoever decides to sue or the public because that's kind of why the commission structure [9253.63s → 9260.08s] is set up like it is to make sure i'm not debating i'm just saying that i don't want us to be put in [9260.08s → 9264.88s] a position to where somebody says hey so you're right dude that's why i don't like this is the law [9266.00s → 9271.87s] and the next ballot whatever that date is and that comes and goes and we don't i think that's [9271.87s → 9277.39s] more so that's the problem i think that's a might be an issue and as i said the ordinance that that [9277.63s → 9282.59s] for adoption tonight that that is going to be the act of the council that is putting it on that [9282.59s → 9291.31s] ballot not the resolution the ordinance is what's going to uh force it to be put on the march agenda [9293.39s → 9298.11s] why not february i mean they should have time to get the numbers don't take long to get and generate [9299.68s → 9315.79s] oh they got that before thank you okay our meetings in february or the 11th and the 25th [9316.75s → 9327.53s] 11th should be suffice mr uh abe would like to do that okay february the 11th we have a second [9327.53s → 9337.15s] i didn't know if i heard anybody but yeah he'll okay madam chair yes a question and oh that's [9337.15s → 9345.61s] right that's right no discussion on the table but i'll be willing to answer anything for you after [9345.61s → 9350.17s] i will say that if your question is related to it being put on the ballot that [9350.17s → 9353.45s] you guys can send your questions to miss lisa morgan and she can get with our [9353.53s → 9367.24s] our bond attorney about that all in favor aye opposed against dr rink is a no and mr adams is [9367.24s → 9382.57s] a no anyone else carrots 16 o business is referred from the december 17 2025 regular meeting referred [9382.57s → 9388.17s] from the advisory budget finance meeting november 12 me madam chair did you need to expand the agenda thank you ma'am appreciate it [9401.08s → 9408.28s] thank you all so much okay so let's go back to what happened was we had three resolutions [9408.92s → 9416.44s] for the agenda and one of them got a little bit confused and mixed up so that's why i asked y'all [9416.44s → 9423.96s] to just totally withdraw it so i would like to ask for a uh expansion of the agenda to uh introduce [9423.96s → 9424.84s] and adopt a [9424.92s → 9429.64s] resolution approving and authorizing the parish president to execute amendment number one [9429.64s → 9436.04s] to task order number four of the msa with aptum dated january 5th 2020 third relative to the [9436.04s → 9441.72s] parking lot and carport design project at the harry p williams memorial [9646.40s → 9650.28s] Those two have already contacted me, I believe. [9650.28s → 9653.80s] And I don't think I do. [9653.80s → 9654.60s] I don't think I do. [9654.60s → 9655.56s] But I'd have to double check. [9655.56s → 9656.06s] I'm sorry. [9656.06s → 9657.60s] I can let you know tomorrow. [9657.60s → 9659.88s] Although those two gentlemen are required to reapply again, [9659.88s → 9660.94s] are they contacted? [9660.94s → 9661.66s] Correct. [9661.66s → 9663.32s] Those two people would have to. [9663.32s → 9664.54s] Yes, they would have to reapply. [9664.54s → 9666.58s] With me, they don't have to do another application. [9675.80s → 9678.74s] Is it customary to receive a request like this [9678.74s → 9682.94s] from an employee of the commission? [9682.94s → 9683.96s] This is customary. [9683.96s → 9686.44s] We have done, they have, we have a couple of boards [9686.44s → 9689.42s] that send in their recommendations. [9689.42s → 9690.42s] Yes, sir. [9690.42s → 9693.20s] I think water and sewer number two does it a lot. [9693.20s → 9694.52s] I just didn't know. [9694.52s → 9695.02s] Yes, sir. [9695.18s → 9698.20s] 11th District did that one year, too. [9698.20s → 9701.25s] This has already been advertised? [9701.25s → 9701.75s] Yes, sir. [9701.75s → 9703.11s] It's in the process of being advertised. [9703.11s → 9703.61s] OK. [9703.61s → 9704.57s] Yes, sir. [9704.57s → 9706.87s] So it's possible we could get some more inquiries. [9706.87s → 9707.91s] Oh, yes, sir. [9707.91s → 9708.57s] Most definitely. [9708.57s → 9709.15s] OK. [9709.15s → 9709.99s] Yes, sir. [9709.99s → 9710.61s] Thank you. [9710.61s → 9711.57s] Thank you. [9711.57s → 9715.73s] B, Kayla Ewing has written, she will be moving out [9715.73s → 9717.23s] of the parish at the end of this month [9717.23s → 9720.19s] and will no longer be able to sit on the tourist commission [9720.19s → 9720.69s] board. [9720.69s → 9723.03s] I will thank her and advertise the vacancy. [9723.03s → 9726.49s] C, Matt Kidder has written, I will unfortunately no longer be [9726.49s → 9729.11s] eligible to serve on wards five and eight, joint sewer [9729.11s → 9729.91s] commission. [9749.80s → 9752.59s] What is our wishes? [9752.59s → 9755.99s] I do have one question, though, on Mr. Kidder. [9755.99s → 9756.49s] Does he? [9756.49s → 9756.99s] He? [9756.99s → 9757.52s] He? [9757.90s → 9760.10s] And on that board, too, he's replaced. [9760.10s → 9763.64s] Is that correct? [9763.64s → 9766.06s] Most of the time, he will. [9766.06s → 9767.60s] He's going to be moving out of the. [9767.60s → 9768.10s] Yeah. [9768.10s → 9770.52s] The law says that members continue [9770.52s → 9774.64s] to serve until their replacement is appointed. [9774.64s → 9779.84s] Thank you. [9779.84s → 9780.48s] Exactly right. [9780.48s → 9781.20s] I'm not sure. [9781.20s → 9782.32s] Even if he doesn't. [9782.32s → 9783.22s] Qualifications. [9783.22s → 9784.06s] Questions. [9784.06s → 9785.02s] If he doesn't meet. [9785.02s → 9786.48s] If he doesn't meet the qualifications [9786.48s → 9789.28s] to serve on that board anymore, because he's not going to. [9789.28s → 9790.94s] He's not going to meet the qualification [9790.94s → 9792.68s] because he's living outside of that district. [9792.68s → 9793.56s] He's actually living in. [9793.56s → 9794.06s] In the city. [9794.06s → 9794.56s] Limit. [9794.56s → 9800.44s] So yeah, he'll continue to serve until his replacement is appointed. [9800.44s → 9800.94s] Yes. [9800.94s → 9801.44s] Right. [9801.44s → 9811.94s] He would still be a voting member until he's replaced. [9863.92s → 9866.77s] Do you accept the nomination, Dr. Rank? [9866.77s → 9871.03s] I think this is a voluntold issue, but sure, why not? [9871.03s → 9872.15s] I spend enough time on it. [9872.15s → 9873.15s] Thank you. [9873.15s → 9874.15s] Okay. [9874.15s → 9875.15s] All in favor? [9875.15s → 9876.15s] Question. [9876.15s → 9877.15s] Oh, I'm sorry. [9877.15s → 9878.15s] Can an at-large serve on that board? [9878.15s → 9879.15s] At-large? [9879.15s → 9880.15s] The question was, can an at-large serve on that board? [9880.15s → 9881.15s] There's nothing that... [9881.15s → 9882.15s] Well, everybody, all the, the entire council is a part of the committee. [9882.15s → 9883.15s] Mm-hmm. [9883.15s → 9884.15s] That's correct, Reverend. [9884.15s → 9889.15s] And I don't know if there's a restriction as to who can serve in the office. [9889.15s → 9890.15s] I've never seen one, and it's not in the charter. [9890.15s → 9891.15s] Madam Chair, I'd like to offer an amended motion to appoint Mr. David Hill as vice chair. [9891.15s → 9892.56s] Thank you. [9892.56s → 9893.56s] Thank you. [9893.56s → 9897.35s] Thank you. [9897.35s → 9898.35s] Thank you. [9898.35s → 9899.35s] Thank you. [9899.35s → 9900.35s] Thank you. [9908.46s → 9909.46s] Thank you. [9909.46s → 9910.46s] Thank you. [9910.46s → 9912.52s] Thank you. [9912.52s → 9913.52s] Interesting. [9913.52s → 9914.52s] As opposed to that, Dr. Rankin, you want to be... [9914.52s → 9917.04s] I mean, I'm good with it because I spend enough time with the budget and figuring out [9917.04s → 9918.34s] stuff, so it's fine. [9918.34s → 9920.40s] I'd like to stay with my motion. [9920.40s → 9921.40s] Okay. [9921.40s → 9923.88s] We have a motion by Mr. Inouye. [9923.88s → 9925.64s] A little bit matter. [9925.64s → 9926.64s] . [9926.64s → 9928.04s] To appoint Mr. Hill. [9928.04s → 9930.92s] I mentioned one Second. [9930.92s → 9936.12s] Do we have a second? [9936.12s → 9937.16s] No second. [9937.16s → 9938.36s] Second on what? [9938.36s → 9939.36s] On Mr. Hill. [9939.36s → 9942.99s] I don't think so. [9942.99s → 9945.20s] I've been here too long. [9948.68s → 9955.64s] second then we'll go back to the original motion uh for dr rink all in favor aye any opposed [9956.44s → 9968.19s] motion carries next we have discussion relative to enforcement of the saint mary parish ordinances [9968.19s → 9973.47s] dr rink and i know i really made that vague but i really just wanted to kind of open up the [9973.47s → 9978.99s] discussion because if you read the way the charter is written they're supposed to be a compliance [9978.99s → 9986.59s] officer that enforces our ordinances so i guess the question that i brought up is you know we all [9986.59s → 9993.39s] and it got brought up based on that ordinance that we put through about the commissions actually [9993.39s → 9997.79s] sending us their budgets and everything else so yeah we could put all of these [9997.79s → 10004.83s] ordinance into effect but who's actually enforcing them so you know is it somebody that [10004.83s → 10009.47s] we need to appoint or i mean it's a question directed at mr [10009.63s → 10014.91s] hall you know is there somebody within the administrative offices that could serve that [10014.91s → 10022.48s] purpose for us because a lot of it's going to be secretarial duties you know um i have to give that [10022.48s → 10027.20s] some thought that's why i just wanted to kind of introduce it tonight yeah i appreciate that [10030.11s → 10038.17s] dr rink so if whoever the person is if we get that person to force it then the enforcement should [10038.17s → 10042.49s] come along with penalties or consequences or something like councilman doohan's been asking [10043.85s → 10049.93s] for the longest time and has not yet received it right right so this person would see to it that [10049.93s → 10055.21s] that request would be enforced and if that request isn't enforced alert some type of penalty alert the [10055.21s → 10060.09s] council that that's not happening and you know then we deal with the situation whether it's you [10060.09s → 10066.57s] know board members that have issues etc but i think it's a way to be transparent and bring it to light [10066.57s → 10072.17s] if we're not getting i mean the only way we can leave this parish is by an appropriate exchange [10072.17s → 10073.85s] of information and if we're not going to be able to do that then we're not going to be able to do it [10073.85s → 10078.41s] we're not getting that information then how can you actually move stuff forward i guess what i was [10078.41s → 10085.10s] getting at it is if it's enforced through the penalties are they are those penalties already [10085.10s → 10089.98s] in existence or would they have to be created something we have to would we would have to revise [10089.98s → 10097.12s] based on how we have our ordinances for our commissioners currently but if they willfully wrong [10097.12s → 10103.20s] willfully won't release any records public records then you can remove the board members so i guess [10104.56s → 10110.24s] we're just going to have to we're just going to have to see what the board approaches is this just [10110.24s → 10115.52s] cause you know for removing board members sometimes you know and that's kind of a vague territory [10115.52s → 10120.56s] but if we have actual guidelines that are set out for these board members and they're not compliant [10120.56s → 10128.89s] with it then obviously that meets the documentation we need for just cause i support ordinance i'm just [10128.89s → 10133.45s] trying to think it out and if somebody because there's going to be somebody out there correct [10133.45s → 10135.29s] that doesn't want to do i want to be compliant correct well then you know you know that's the right [10135.29s → 10138.83s] that's how we get decent board members that want to do the right thing for [10138.83s → 10142.43s] their community, you know, is by holding them accountable. You know, [10142.43s → 10146.51s] we're held accountable for their actions, so we need a better way to [10146.51s → 10148.81s] hold them accountable for what they're actually doing. [10153.24s → 10158.90s] Madam Chair, I just wanted to be reminded it is that isn't that the [10158.90s → 10164.95s] same job that we hired Dr Traygo for a few years ago. But those of you that [10164.95s → 10172.06s] were around and can remember under the Hannah Griff administration, we had [10172.06s → 10180.44s] Dr Dr Tim Traygo assigned to go in a 10 Commission meetings of various. I [10180.44s → 10189.21s] think he went to all the boards and reminded them of the requirements of [10189.21s → 10193.21s] the ordinance and what they what they're supposed to be doing and took [10193.21s → 10196.23s] an assessment of their internal [10196.33s → 10200.79s] operations to determine whether or not they were compliant, not just with [10200.79s → 10208.80s] that ordinance, but they law and other regulatory matters and brought back [10208.80s → 10212.90s] reports to the administration regarding that. And there was some boards that [10212.90s → 10219.57s] were found out of compliance and just willfully negligent, choosing not to [10219.57s → 10226.63s] follow certain regimented protocols. And that was all that was his. That was [10226.63s → 10228.27s] his assignment. That's all he did. [10228.47s → 10235.27s] Well, commissioners took offense, if I recall correctly, took offense to him, [10235.27s → 10245.18s] even being there, which is how some of this came about. Some of it was done for [10245.18s → 10250.72s] the consolidation. But yeah, that was a data gathering job. I'm not sure what [10250.72s → 10255.52s] his actual title was, but I think since the charter listed as a compliance [10255.52s → 10260.70s] officer, they probably have to be titled that. So I'm thinking was just [10260.70s → 10264.20s] something I want to throw out there. Yeah, it's this excellent, excellent point. [10264.20s → 10271.88s] And so I bring that up because if it's something that already exists existed [10271.88s → 10278.14s] past tense, then maybe we don't have to reinvent the wheel, so to speak. We can [10278.14s → 10282.96s] take what we already had from that description. If there was a former job [10282.96s → 10287.82s] description, I don't know. I didn't see it. But I know this man was was that he [10287.82s → 10292.26s] was doing this work. I was in several commission meetings while he was there [10292.26s → 10294.71s] doing it. And it's [10294.81s → 10302.81s] it appeared to be effective. And so if that structure or format is already [10302.81s → 10307.74s] there, maybe we can take it and tweak it. Put the right title on it, because I [10307.74s → 10313.40s] don't think that's what the title was. Um, and make it work. Can I say something? [10313.78s → 10317.44s] Okay. And I think there there's some ordinances and I don't know them all off [10317.44s → 10321.38s] the top of my head that you know you can quantify if they comply or not. For [10321.38s → 10324.14s] instance, you got to turn your order there and you have to turn your budget [10324.14s → 10325.82s] in. That can be easily quantified. [10326.12s → 10329.38s] There's an ordinance says they have to adopt our personnel policies. Well, [10329.38s → 10333.82s] boom, they adopt the policy. But how do we know if they're following if they're [10333.82s → 10339.44s] taking if they're applying overtime like we do, if they're taking the same [10339.44s → 10343.90s] holidays that we do? You know how? And that's an ongoing thing that you'd have [10343.90s → 10348.18s] to have somebody. I don't know how we would see if they were in compliance [10348.18s → 10353.86s] with that. All right. For example, do we know if they're implementing and [10353.86s → 10356.50s] following, uh, sexual [10356.66s → 10362.76s] harassment prevention policy? Exactly. Which can be a huge liability, not just [10362.76s → 10366.80s] for those single districts, but for this entire path. And that one, you know, [10366.80s → 10371.30s] those all those classes. In fact, I just took four of them this week that they [10371.30s → 10375.78s] get a certificate. So there's evidence. There's proof that they did it. They did [10375.78s → 10381.72s] that. They did the training. But does each board have a policy that governs [10381.72s → 10387.59s] how they're supposed to handle a complaint? But they're supposed to be [10387.59s → 10389.19s] adopting our personnel. They don't have. [10389.29s → 10393.29s] We don't have HR departments. So that's why we put. And we do. [10394.87s → 10399.82s] Some of them do call us and ask us questions. Few of them do. It's a can of [10399.82s → 10403.32s] worms, I tell you. I know I opened a big can of worms. But it needs to be [10403.32s → 10410.81s] opened. It needs to be open. This is for the record. Four years ago, I [10410.81s → 10416.15s] requested tapes off a board. I got an Oceaneering computer and they told me I [10416.15s → 10426.64s] couldn't get it. That's coming from Eric, the planners. Pretty good. How long [10426.64s → 10427.54s] ago was it? Those books? [10427.54s → 10434.96s] That you asked for. It's been a while, huh? Two years. Because I hear. Excuse [10434.96s → 10439.46s] me. Because I did ask Sam. I was requested public records request from [10439.46s → 10443.60s] Lisa. Sam came in the room with Sam said he could get it, but I didn't get it. [10444.59s → 10449.54s] It wasn't there. It's still not there. It's still not. Thanks to you. Books. [10450.20s → 10452.10s] They're on. They're on. They're on the floor somewhere. [10455.02s → 10458.97s] This is their granny. Sister to way. That's the Paul. Would that be [10458.97s → 10462.07s] something that, you know, you and Jillian get that around? [10462.25s → 10467.65s] And, you know, give us an idea of what options we have. Sure. Thank you. [10468.78s → 10476.09s] All right. That's Dr. Rink. You're, um, yeah. Well, we're gonna take any. No, I [10476.09s → 10478.97s] didn't write it for action because I just wanted to put it on the floor. [10480.23s → 10485.11s] Okay. 17 G. Dr. Brink to request an allocation of $500,000 from Ward five [10485.11s → 10489.47s] and eight sales tax fund for drainage and sewer system improvements in the [10489.47s → 10495.00s] Bayou Vista area. I'll make the motion by Dr. Rink. Thank you. Motion. [10495.00s → 10519.02s] Table this second. That would be an amendment. The table. [10526.05s → 10531.55s] Wait, I'm sorry. I can't hear you all over there now. We had a motion to take [10531.55s → 10536.15s] up, uh, item G. We had a motion and a second, and then we had a motion to [10536.15s → 10540.75s] table, which amends the original motion, and we got a second for it. So [10540.75s → 10545.85s] now we're gonna vote on the amended motion to table. Okay, so you did get a [10545.85s → 10547.13s] second. So we didn't get it. [10547.97s → 10550.17s] Mr. Adams made a second. [10550.47s → 10559.65s] He made a motion to second doctor. He made a second. So he was, uh, so now [10559.65s → 10563.55s] you're a bear. Second to take Patrick. Oh, you received it. Okay. [10566.78s → 10567.78s] Voting on the amendment. [10583.74s → 10593.07s] This is to vote on the amendment to amend it. Mr Adams. No, Dr. Rink. Mrs [10593.07s → 10593.73s] Hidalgo. [10595.07s → 10595.93s] Reverend Matthews. [10596.87s → 10597.51s] Mr. I know. [10597.69s → 10604.64s] Well, Mr. Lander. Yes, ma'am. Mr. Hill. Yes, ma'am. Mr. Rolf. Mr. A [10604.64s → 10613.28s] bear. Yes, ma'am. Mr. Davis. Yes, Mr. Doohan. Yes, ma'am. Okay. We have [10613.28s → 10619.36s] eight to three, which passes with the amendment. And now we have to do. They [10619.36s → 10624.26s] just have to do a table in favor. Okay, so now you because he have to offer [10624.26s → 10625.00s] another table. [10626.20s → 10632.22s] Okay. Motion to table. Okay. Okay. Thank you. [10632.90s → 10633.20s] Motion. [10633.22s → 10636.66s] The table by Mr. Hill, seconded by Mr. A bear all in favor. [10637.52s → 10638.50s] Any opposed? [10641.49s → 10642.03s] Next meeting. [10642.81s → 10648.40s] Oh, okay. Next meeting. And, uh, how many knows I had Dr. Rink? [10648.88s → 10649.46s] Myself. [10651.14s → 10660.76s] Mr. Adams. And Mr. All. Okay. Motion carries. Okay. Next, we have [10661.00s → 10664.26s] discussion and action relative to separate checking accounts for future [10664.26s → 10665.92s] generated revenues for each. [10665.98s → 10667.54s] Sales tax fund. Dr. Rink. [10668.08s → 10671.96s] Um, I mean, we kind of beat this dead horse already, you know, uh, [10672.54s → 10677.22s] legally, we can't really kind of force administration, you know, I guess it [10677.22s → 10684.35s] needs to be more of a suggestion, you know, and that at some point we look to [10684.35s → 10689.07s] separate the accounts, you know, when it's feasible, um, it would be nice if [10689.07s → 10693.01s] it was a sooner rather than later situation. Um, but I guess mother [10693.01s → 10695.99s] requests would be like we said earlier on in the meeting that. [10695.99s → 10700.19s] We just make sure we're doing a very good job of documenting those line [10700.19s → 10704.49s] items. So it's very clear how the money is being spent, even though we [10704.49s → 10707.87s] know it's being spent for an appropriate purpose. But then at that [10707.87s → 10710.87s] point you have that document you could just put in front of somebody that [10710.87s → 10715.03s] shows exactly where the money went. Um, I don't know if anybody else has [10715.03s → 10717.95s] any, and I don't think we need to take an action on it. [10719.82s → 10723.42s] Madam chair, this look for the business. I move that we adjourn [10724.18s → 10727.08s] motion by Mr. Landon, second by Mr. A bear. [10727.62s → 10731.66s] Any discussion? All in favor? Aye. Opposed? Motion carries.
